They mainly describe the context of the mission, the responsibilities assigned to the mission, the products expected from the mission and the profile of the candidates sought.
As part of the Program for Support to Decentralization and Community Resilience (PADRC) UNDP Madagascar will want to initiate a new approach to localization of Sustainable Development Goals (SDGs). The main objective of this approach is to reinforce the capacities of the decentralized territorial communities, across the regions, so that they are able to define inclusive local policies based on the expression of the needs of the populations and to implement them with real project management capabilities.
This initiative will not only promote integrated, inclusive and sustainable territorial development, but will also strengthen regional and local leadership in anchoring the SDGs. Thus, the 2030 Agenda will have a transformative effect with concrete and positive impacts on the lives of vulnerable people, especially young people and women, thanks to the support that will be provided throughout the Planning-Programming-Budgeting-Execution- chain. This consultation is part of the national implementation process of the 2030 Agenda for Sustainable Development and aims to support the process of inclusive localization of the SDGs in Madagascar. “Localization” is the process of taking into account sub-national contexts (regional and local) in the realization of the 2030 Agenda, starting from the setting of objectives and targets, until the determination of the means of implementation and the use of indicators to measure and monitor progress.

The consultation is scheduled to last 8 weeks for each consultant.
For the purposes of this consultation, two independent experts with expertise in decentralization or local governance or planning.

The consultants will work under the supervision of the joint UNDP / Ministries concerned team (Ministry in charge of Decentralization and Ministry in charge of the Plan) and in collaboration with the Program of Support to Decentralization and Community Resilience (PADRC) which will, on the one hand, organize the workshops, the process of validation of the deliverables with the monitoring team and all that concerns the logistics of the consulting mission.
