- About CFI and the QUDRA 2 program:
CFI is the French media development agency, mainly funded by the French Ministry for Europe and Foreign Affairs, responsible for implementing public aid policy in the media sector in developing countries. CFI works alongside players operating in the media industry (TV, radio, written press, social media), whether state-owned or private owned as well civil society organizations. CFI is currently involved in around thirty projects that fall within three major programs: Media & Pluralism, Media & Enterprise and Media & Development.
Qudra 2 is a regional action co-financed by the European Union, through the EU Regional Trust Fund in Response to the Syrian Crisis (EUTF Syria), the German Federal Ministry for Economic Cooperation and Development (BMZ) and Spanish Agency for International Development Cooperation (AECID) seeking to strengthen resilience for Syrian refugees, IDPs, returnees and host communities in response to the protracted Syrian and Iraqi crises. The programme is jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France, Spanish Agency for International Development (AECID), Hungarian Interchurch Aid (HIA) and Belgium Development Agency (Enabel) in programme partner countries of Iraq, Jordan and Lebanon.
In this frame, the French Agency Expertise France (EF) designated CFI as its implementing partner to improve a direct access to information for both Syrian refugees and vulnerable host communities in Jordan and Lebanon. This will imply to design, set-up, and run a services-oriented information collection system across both countries, and disseminate information through different channels.
This program runs from September 2019 to August 2022.
- Specification of the tender – task and responsibilities
In the frame of this project, CFI needs to identify service providers to provide specific services of Video production in Lebanon (self-employed individual(s) or company), whose roles and responsibilities are detailed below.
The service providers must be familiar with the Lebanese society, the realities, sensitivities, values and customs of the country. The service providers must have demonstrated experience in working with refugee related issues, desirably Syrian refugees in Lebanon.
2.2. Service Description
The objective is to identify service providers for the production of 30 to 40 short videos on the issues of Woman Protection, Child Protection, Woman Empowerment, Social Stability and any other topic identified during the project in Lebanon.
The target audience of those videos will be Syrian refugees in Lebanon, IDPs, returnees and vulnerable host communities.
The general objective of all videos is to foster social stability and provide useful information to the target audience.
The service provider works closely with Qudra2 local project team and participate in the conception and development of videos.
Specific service description:
This invitation to tenders is broken down into three lots:
Lot 1: Production of short videos, mix of documentary and feature, in Beirut
Lot 2: Production of short videos, mix of documentary and feature, outside Beirut
Lot 3: Production of short motion videos
