Assessing Competence of the East African Community (EAC) Partner States’ Food Laboratories for Analysis of Ochratoxin a and Pesticide Residues in Green Coffee

TENDER INVITATION FOR ASSESSING COMPETENCE OF THE EAC PARTNER STATES’ FOOD LABORATORIES FOR ANALYSIS OF OCHRATOXIN A AND PESTICIDE RESIDUES IN GREEN COFFEE

The East African Community (EAC) in partnership with the European Union, is implementing the EU-EAC Market Access Upgrade Programme (MARKUP) for the value chains of coffee, tea, cocoa, spices, oilseeds and horticultural produce that have demonstrable potential for export to the European Union.

One of the key objectives of MARKUP is to improve harmonization of standards for the priority value chains and their processed commodities. Interventions to achieve this objective are implemented through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). To achieve this objective, MARKUP is supporting the EA Standards Technical Committees (EAS TCs) to develop harmonized standards and to upgrade the existing EA standards of these priority commodities with the current requirements set by the Codex Alimentarius Commission (Codex) and the EU.

A recent comparison of Codex and EU Maximum Levels (MLs) for contaminants and pesticide residues in the MARKUP priority commodities revealed lack of uniformity of coverage in some products. There are EU MLs for ochratoxin A (OTA) and certain pesticide residues in coffee but no Codex MLs. In the absence of a Codex reference, it is necessary to generate data to assess MLs for these contaminants in the EAC region. A critical pre-requisite to this process is a common position on validated or accredited methods for sampling and analysis, as well as the identification of competent laboratories in the region, to carry out the analysis.

It is in this context that GIZ wishes to engage an expert to identify validated or accredited methods for sampling and analysis of green coffee for OTA and pesticide residues and assess the competence of the EAC Partner States’ national food laboratories to apply the methods.

GIZ invites experts with the knowledge, skills and experience in analysis of OTA and pesticide residues in coffee to submit their applications.

Interested candidates should request for detailed tender documents from giz-tanzania@giz.de no later than 30th November 2020 and submit Technical and Financial proposals by email no later than 7th December 2020.
