Organization: Chemonics
Chemonics seeks a chief of party for an anticipated governance program in Libya to be funded by the U.S. Agency for International Development (USAID). Libya Local Governance and Civil Society is anticipated to be a five-year project supporting municipal governance capacity building, promoting civic engagement, and strengthening government-civil society collaboration. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Serve as the project’s primary point of contact to USAID’s mission in Libya, international/regional partners, and host-country officials
- Provide overall project leadership, technical direction, and management
- Oversee planning, performance management, financial management, budgeting
- Guide the project’s overall strategic and technical vision
- Ensure that all assistance provided under the contract is technically sound and appropriate to meet the project’s needs and to achieve the project’s goals
- Work with government counterparts in defining project activities, selecting targets, and establishing monitoring mechanisms to meet project objectives and ensure close collaboration
- Manage and supervise project staff/consultants in a multicultural environment
Qualifications:
- Advanced degree in management, business, international development, public administration, law, political science, or a related field
- Demonstrated technical knowledge and success in programs focused on local government capacity building, civil society strengthening, citizen engagement, and service delivery
- Demonstrated understanding of Libya’s formal and informal governance structures and the cultural norms and preferred practices
- Demonstrated experience remotely managing complex international development assistance project(s)
- Excellent communications and interpersonal skills, with evidenced ability to establish strong working relationships with stakeholders
- Experience in iterative, flexible, adaptive team management
- Familiarity with USAID regulations; knowledge of Chemonics procedures preferred
- Demonstrated leadership, versatility, and integrity
- Proficiency in Arabic desirable, but not required
