Opportunity Background

Trade Mark East Africa (TMEA), through its Safe Trade Programme is supporting the GoE in containing the spread and coping with impacts of the COVID-19 pandemic. This is attained by ensuring safer operations for frontline staff at borders and facilitating safer and efficient movement of key value chains along the corridors. Among others, TMEA supports the Diagnostic Study for the Ethiopia Corridors, which will assist the Government to acquire requisite information on corridor performance. Such information will assist in devising interventions to support efficient trade flows as the country continues fighting the COVID-19 while adjusting to the new norm and recovering from the crisis.

Opportunity Structure

OBJECTIVES:

The Government of Ethiopia, in collaboration with other partners, is desirous to contain the spread of the corona virus and take mitigation measures against the socio-economic impacts inflicted by the pandemic. All stakeholders are keen to see trade flows in and out of Ethiopia, bounce back to preCOVID levels or even better. To facilitate smooth trade flows along the corridors, the Government needs to acquire up to date information regarding the performance of the corridors, level of implementation of proposed protocols and SOPs, observable gaps testing of drivers and guidelines in place. Such information will assist the Government and its partners in devising appropriate interventions that will facilitate safe, efficient, and competitive logistics along the main corridors. TMEA recognizes the need for collecting, processing, and documenting information on corridor performance to support evidence-based interventions. It is in this view that TMEA, with funding from EU, is supporting the Government in assessment of the corridor performance and is looking for services of a consultancy firm or consortium of firm(s)/joint venture to carry out a diagnostic study of the two corridors in line with the scope of work as outlined below.

SCOPE OF WORK

The scope of work for this assignment will essentially be twofold involving (i) assessment of current performance of the main corridors Djibouti, Berbera and Mombasa corridor serving Ethiopian’s regional and international trade (ii) Carrying out value chain analysis for selected two imports and two exports to determine appropriate intervention to foster trade growth and competitiveness of Ethiopian products.

BUDGET FOR THIS ASSIGNMENT

The budget for this assignment is estimated to be between USD 60,000 and $65,000. This amount is inclusive of professional fees, field reimbursable expenses and all applicable taxes.

Competitive Scope

TEAM QUALIFICATIONS

The assignment is intended to be undertaken by a very experienced and highly qualified firm with 8 years proven experience in undertaking similar assignments in the region. Must demonstrate at least 5 years’ firms experience in conducting corridor diagnostic studies covering transport logistics, corridor development, value chain analysis, trade and transport facilitation, traffic studies and demand/market assessment for transport logistics the region. Firms will be free to submit their proposals as joint ventures/consortium.
