Voice is consortium between Oxfam Novib (Netherlands) and Hivos, whereby the funding is made available by the Dutch Ministry of Foreign Affairs. Voice targets the most marginalized and discriminated groups in ten low- and lower-middle income countries in Africa and Asia.
Voice is an innovative grant facility that supports the most marginalized and discriminated people in ten low- and lower-middle income countries in Africa and Asia. It aims to amplify and connect thus far unheard voices in efforts to leave no one behind.
In 2016, Voice conducted a context analysis of Indonesia to provide a baseline of the issues facing its target groups (ethnic minorities, age-discriminated groups, women facing violence, and persons living with disabilities). Today, Voice aims to update its context analysis in order to assess its current portfolio of partners and future directions. A group of stakeholders from the different target groups are invited to participate and co-create the national programming for Voice in Indonesia. Particular focus is given to groups not represented in the Voice grants.
Overview of the Role
Voice Indonesia as managed by Hivos Southeast Asia is looking for consultant(s) who will develop, organize, and facilitate a half-day focus group discussion with at least 10-15 representatives from each target group (3-4 each) based on the objectives stated below. A graphic recording of the discussion as well as a written report (maximum 5 pages) capturing the key discussions points brought up during the session.
- Assess the relevancy and applicability of the Voice Theory of Change and the assumptions behind it.
- Identify changes in the external environment in Indonesia, e.g. political, social, economic, etc. impacting the target groups.
- Identify other subgroups within the target groups that are not represented in the current Voice portfolio.
- Identify areas of focus for the upcoming Voice calls for proposals.
Consultant(s) are expected to deliver the following:
· The Context Analysis Update meeting before the end of September.
· Workable drafts of the graphic recording and the written report by the end of September.
· Final drafts of the written report by 15 OCT 2018.
