Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
In response to the specific needs of migrants, a growing number of services have been developed to assist them either prior to migrating, in transit, at destination, or upon return. These services are often provided at specific locations or through specialized networks, known collectively as Migrant Resource and Response Mechanisms (MRRMs). The information and services offered are adapted to local conditions and migration contexts, and may include: information about the risks of irregular migration, trafficking and smuggling; information on regular migration pathways; case management; provision of or referral to services such as medical and psychological support; food and non-food items (NFIs), such as clothing and hygiene kits, temporary accommodation, legal counselling, facilitation of contact with families and consular offices, Assisted Voluntary Return and Reintegration (AVRR) support, and use of referral pathways adapted to various migrants profiles, such as migrant workers, resettled refugees or migrants vulnerable to violence, exploitation and abuse.
IOM has established and/or supported a number of such centres and mechanisms for responding to the needs of migrants.
Nature of the consultancy
With the support of the European Union-IOM Joint initiative for Migrant Protection and Reintegration in Africa, this consultancy aims to develop a practitioner-oriented toolkit to assist IOM staff in planning for, setting up and operating MRRMs with a specific focus on transit locations. The topics addressed in the toolkit should include, inter alia, administrative and technical issues such as planning, assessment and adherence to local regulations, staffing, and coordination; screening and referral for migrants in need of protection and assistance; case management; technical guidance on provision of services such as health care, psychological first aid, AVRR, and information management. The toolkit will include forms, checklists, templates and related guidance materials, which can be adapted to local contexts and ownership modalities (e.g. centres run by governmental authorities, or by non-governmental stakeholders, including IOM).
Core Functions / Responsibilities:
The following tasks are to be completed under the direct supervision of the IOM Project
- Gather and review existing literature and tools on MRRMs in transit contexts in English, French and Spanish.
- Identify resource persons in IOM and other agencies with practical experience in setting up and contributing to the operations of MRRMs in transit contexts and conduct interviews to identify lessons learned and best practices, including existing tools.
- Identify government counterparts with experience in management of MRRMs in transit contexts and conduct interviews to better understand needs, roles and responsibilities of different counterparts, and potential operational modalities.
- Conduct field visit to existing MRRMs in transit contexts to observe and assess current operations. Sites and timelines for the field visits are to be agreed upon with the Project Manager and relevant field staff.
- Based on the literature review, interviews, and field visits, draft proposed table of contents for the toolkit, including list of sections, tools, and guidance material to be included, for approval by the Project Manager.
- Upon approval by the Project Manager, prepare complete first draft of the toolkit.
- Develop methodology for field testing the tools, including identification of proposed sites and timelines for field testing, to be agreed upon with the Project Manager and the relevant field staff.
- Coordinate and oversee testing of draft tools and, based on feedback, prepare final toolkit.
- Perform such other duties as may be assigned.
Tangible and Measurable Outputs of the Work Assignment
Payment will be against deliverable. The following deliverables are to be completed within the course of the consultancy.
• Inception report of not more than 15 pages.
• Literature review of not more than 20 pages.
• List of resource persons and government counterparts to be interviewed.
• Document of not more than 10 pages describing results of interviews and intended use of information in preparing the toolkit.
• Draft table of contents for toolkit, including a list of new tools to developed.
• Field testing methodology.
• First draft of toolkit.
• Final toolkit.
Realistic Delivery Dates and Details as to how the work must be delivered
The detailed workplan and delivery dates will be confirmed directly with the successful candidate:
• Inception report – within 2 weeks of start date
• Literature review and list of resource persons and counterparts to be interviewed – within 1 month of start date
• Results of interviews, draft table of contents for toolkit, and field testing methodology – within 2 months of start date
• First draft of toolkit – within 3 months of start date
• Final toolkit. – within 4 months of start date
Performance indicators for evaluation of results
• Deliverables submitted in a timely manner.
• Final version of the toolkit submitted reflect inputs from the Project Manager.
Required Qualifications and Experience:
• Postgraduate degree in social work, international relations, social sciences, development studies or a related field from an accredited academic institution.
• Minimum of ten years professional experience on protection, direct assistance, case management, and/or social work, ideally with some of this experience being within a development context;
• Have a good understanding of migration issues, in particular migrants’ rights and migrants’ protection;
• Experience with governmental and/or non-governmental organizations is an advantage.
For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
The consultant must adhere to the International Organization for Migration (IOM) Data
Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
