HI039: CERTIFICATE IN RESILIENCE, HUMANITARIAN ACTION, AND HUMAN DEVELOPMENT

Human security has often been seen as the least conceptually interesting of the three human-centered framings, lacking the overtly political and legal content of the juxtaposition of the rights of humanitarian intervention against the rights of non-intervention or of human rights against the sovereign rights of statehood.
Netherlands intervention into both conflict and post-conflict zones has been radically transformed since the high-profile debates and discussions of humanitarian intervention and human rights in the 1990s. This course seeks to argue that in a way the conceptual power of human security discourses, human security would mean all things to all men. It also examines the intersection between resilience and humanitarian aid.
The course lays emphasis on the local adaptive capacity and protection strategies and raises puzzles on the role and impact of aid on organizations in supporting local agency.
The topics to be covered include the following;

  • An overview of approaches used in understanding resilience
  • Frameworks for resilience
  • Case studies in resilience
  • Comparison of operational definitions of resilience
  • Practical and theoretical applications of resilience
  • Exploration of human rights and their intersection with resilience in humanitarian crisis
