Job context
The French Red Cross (CRF) has been present in CAR since 1966 with an intervention for refugees fleeing Sudan. In early 2015, the CRF, in partnership with the Central African Red Cross (CRCA) supports the Ministry of Health through a project to strengthen the supply of health care in Bangui and Berberati. In Bangui, the action is carried out in 8 health centers and a reference structure on the implementation of the minimum package of activities, maternal and child health activities, with a psychosocial care component. In Berberati, 8 health structures receive support on maternal and child health and support for the decentralization of prevention of parent-child transmission (HIV).
Since 2004, the CRF has been working in the CAR in the fight against HIV-AIDS by providing support to the Ambulatory Treatment Center (ATC) of the Bangui Community Hospital and to CRCA’s UNIV for nutritional support.
The FIU has been designated by the National Coordinating Authority (CCM) Principal Recipient (PR) for the HIV / TB component of the 2018-2020 grant. As PR, the FIU will be responsible for all activities assigned to it under the grant. The project started on 1 January 2018 for a period of 3 years with 6 objectives:
- Accelerate access to ARV treatment for PLHIV, children and adolescents (10-19 years) by 2020
- Accelerate the elimination of HIV transmission from mother to child by 2020
- Strengthen Prevention (PMAP) for Adolescents, Youth and Key Populations by 2020
- Strengthen screening and correct treatment of new TB cases by 2020
- Improve the detection and correct treatment of MDR-TB cases by 2020
- Improve the management of TB-HIV co-infection by 2020
Thus, the FIU establishes a Program Operational Unit (OPU) that will coordinate the implementation of the project and provide general guidance on Global Fund rules and procedures to all sub-recipients.

Function
The deputy assists the UOP coordinator in the overall management of the project. He / she supports him / her for the smooth running of the project activities and the quality of the results (planning, monitoring-evaluation, team management, reporting …) in Bangui with possible displacements in the zones of intervention of the project. He / she works closely with the project manager and the project monitoring and evaluation officer.

Works under the direct responsibility of the UOP manager.
Functional links
He / she collaborates closely with the UOP team and the delegation coordination team in Bangui (coordinators: technical unit, logistics and administration), the program manager in Bangui and the Headquarters of the CRF in Paris (coordinator of grants from the FM, the management control team and the DMI cluster).
He / she collaborates externally with the National HIV and Tuberculosis Programs and the sub-recipient (s) of the project.

The profile of the candidate
Education : University degree in management, human, social or economic sciences
Linked to the function of assistant coordinator UOP :
- Between 1 and 2 years experience in project management
- Experience in project planning, monitoring and evaluation
- Experience in administrative management
- Ability to plan and organize: prioritize activities and tasks and priorities as needed
- Excellent communication skills
- Mastery of the computer tool (full autonomy on Word and Excel)
- Editorial Capabilities and Reporting Experience
- Good analytical and synthetic mind

It thus provides a better understanding of the main threats and risks faced by humanitarian actors on the ground and proposes solutions to limit their impact.
