The ICRC is a neutral, impartial and independent organization, which has been working in Iraq for 40 years. Its exclusively humanitarian mission is to protect and assest affected by armed conflict and other situation of violence to provide them with assistance. The ICRC endeavors to alleviate suffering by promoting and strengthening Inter-national Humanitarian Law and universal humanitarian principles.

The Deputy Head of Sub-Delegation (DHoSD) supports and assists the Head of Sub-Delegation (HoSD) in all her/his tasks, with a particular focus on Assistance (Health, PRP, Ecosec, Wathab, WEC) and Cooperation with the IRCS. Under the supervision of the HoSD, he/she coordinates the implementation of all Assistance activities in Najaf area of responsibility (AoR) (including Basra Office AoR, in coordination with the Field Delegate South), ensures their operational coherence, contributes to the definition of corresponding strategies, and is the direct supervisor of all Assistance Heads of Department (Health, PRP, WatHab, EcoSec, WeC) as well as Cooperation .

Major Duties and Responsibilities: 

He/She assists and supports the Head of Sub-Delegation in the management of the Sub-Delegation and in the implementation of ICRC objectives.

    • The DHoSD is aware of the humanitarian situation in the areas covered by the Sub-Delegation and she/he is working closely with the HoSD on the strategy for the AoR.
    • Contributes to the overall operational strategy for Najaf SD, and in particular outlines/supports the definition of overall strategies for Assistance operations in coordination with the Field teams, the Protection Team Leader and Assistance Coordinators.
    • Supports the Sub-delegation and Movement Cooperation Officer in defining a strategic and operational engagement approach with the IRCS branches in the Southern governorates and further develops joint activities.
    • Supervises and coordinates all ICRC Assistance operations in the AoR, ensuring their conformity with the fundamental principles of the Movement and the delegation’s operational strategies and priorities.
    • Supervises the coherence and impact of the ICRC’s assistance activities including through regular field trips.
    • Remains attentive to the evolving political, security and humanitarian situation across the AoR and contributes to the expansion of the Sub-delegation’s operational surface in favour of the victims of conflict and violence across the AoR.
    • Provides guidance and assistance to other colleagues when requested (peer to peer advice)
    • In support of the HoSD, represents the Sub-delegation’s operational aspects to the authorities and other humanitarian actors; participates in building up a relevant network of interlocutors.
    • Coordinates the visits to the SD (planning, execution of field visits and if need be translation, follow-up and press conferences), in liaison with HoSD and NAJ SD Advisor upon green lights for professional movements of ICRC staff to and from Najaf (resident and mobile colleagues, visitors) and ensures monitoring of the correct application of the rules and regular refresher sessions on management information.
  • Establishes and maintains a dialogue with actors of influence such as: politicians, religious leaders, tribal leaders, scholars, state and non-state actors. Ensures acceptance and support of the ICRC from these actors. Facilitates interactions from ICRC staff with these actors.
  • Advises the SD, provides regular feedback and participates into the elaboration of the SD security framework (security rules, security updates, SMIP requirements).

Required Qualifications and Experience:

  • University degree or equivalent
  • Fluent knowledge of local language, and Fluent (min C1) in English.
  • Computer proficiency
  • Typically 4–6 years’ overall professional experience
  • Experience in mental health and stress management.
  • Experience in medical evacuation and transportation.
  • Knowledge of tropical health and public health.
  • Respect of Medical professional regulations
  • Respect of strict medical confidentiality
  • Ability to work independently
    • University degree or relevant professional experience.
    • 4 – 6 year’s professional experience as a manager or programme officer in similar fields, organizations or governmental structures.
  • Good knowledge & know-how of ICRC operations in volatile contexts with solid experience in security management
  • Confirmed analytical capacity in a similar field or activity
  • Ability to demonstrate the existence of a relevant network of contacts.
  • Fluent in English and Arabic.
  • Previous experience with other humanitarian agency desired.
  • Strong organisational skills
  • Good knowledge of the geographic area assigned.
