Chemonics seeks an electronic logistics management information systems (e-LMIS) specialist for the Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project. The purpose of GHSC-PSM is to ensure uninterrupted supplies of health commodities in support of U.S. government-funded public health initiatives around the world. To support U.S. government-funded global health activities, GHSC-PSM manages an array of health commodity procurement services and provides related systems-strengthening technical assistance encompassing all elements of a comprehensive supply chain. At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives: global commodity procurement and logistics, systems strengthening technical assistance, and global collaboration to improve long-term availability of health commodities. The primary purpose of this consultancy is to develop an e-LMIS strategy report and support Haiti in the development of a sustainable national health supply chain through an e-LMIS national roadmap. The program will assist the Ministry of Health in designing and standardizing an enhanced e-LMIS strategy for the integrated national health supply and distribution system. Chemonics seeks qualified consultants to provide recommendations for an e-LMIS strategy and to determine which software solutions should be implemented in the Haiti context under the leadership of the Haitian Ministry of Health. This position will be based in Port-au-Prince. The estimated level of effort is three weeks, and the anticipated dates for this assignment are from October 22 to November 9. Responsibilities include:
- Provide a technical assistance to the Haitian Ministry of Health (UEP and DPM/MT) for the development of a strategic plan for e-LMIS activities in Haiti, consistent with the ministry’s requirements and expectations (also incorporating USAID’s priorities, including The President’s Emergency Plan For AIDS Relief)
- Define key steps for implementing the system
- Provide a summary of the existing state and different parameters of e-LMIS systems used by pharmaceutical supply chain partners in Haiti, identifying key challenges across performance, sustainability, and governance of these systems based on the findings from the recently completed LMIS landscape analysis
- Determine gaps and implementation bottlenecks of the current e-LMIS landscape based on a review of the existing LMIS documents (e.g., national LMIS evaluation reports, Systems for Improved Access to Pharmaceuticals and Services project reports) and other relevant methodologies
- Define data flows by different levels of use for the recommended e-LMIS system
- Evaluate opportunities to develop interoperability with District Health Information System 2 and other existing health information systems in use
- Facilitate a government-led, multi-stakeholder process to develop a pharmaceutical sector e-LMIS system for the Haiti Supply Chai
- Lead a workshop in Haiti to define the functional systems and requirements of the Haitian Ministry of Health
- Conduct a follow-up consultative workshop after further system research into the functionality to compare realistic factors like the limit in the budget, infrastructure capacity, and ease of functionality in relation to the user interface
- Submit a strategic approach narrative, including a two- to three-year implementation plan, following the assignment
Qualifications:
- Minimum of a master’s degree in one of the following disciplines: public health, health economics, management, management information systems (MIS)/LMIS, health supply chain management, pharmacy, and/or related disciplines
- Experience providing technical assistance to the implementation and enhancement of pharmaceutical supply chain LMIS/e-LMIS systems in developing countries, preferably in Haiti
- Experience working with key stakeholders to assess and develop recommendations to enhance LMIS and e-LMIS systems; stakeholders include USAID, Ministry of Health representatives, NGO implementing partners, and central-level and site-level partner employees
- Prior experience in providing technical assistance to Haiti preferred
- Expertise working with various e-LMIS applications and providing recommended strategies to unify health supply chain MIS systems
- Demonstrated leadership, versatility, and integrity
