Embassy of France in South Africa Civil Society Development Fund
The Embassy of France in South Africa is inviting bids for the external evaluation of the project “Supporting civil society organisations to strengthen democratic rights, freedom, gender equality and access to basic services in South Africa”.
The project aims at providing financial and technical support to civil society initiatives in the fields of human rights and access to essential services, participatory local governance and social dialogue.
The project is a 2-year cycle of the Civil Society Development Fund (CSDF), a funding mechanism implemented by the Embassy of France in South Africa since 2001.
The project started in 2019 and will be fully completed in 2021. The evaluation will cover all activities undertaken by September / October 2021, and will serve to assess the project design, its implementation and achievements.
The Evaluator will be expected to formulate recommendations to guide future interventions to support South African civil society initiatives on issues pertaining to human rights, democratic governance and development.
Funding Information
The maximum available budget for this work is EUR 15 000, all costs and taxes included.
Key Principles
The principles underpinning the approach to the evaluation are:
- Impartiality and independence of the evaluation process from the programming and implementation functions;
- Credibility of the evaluation, through the use of appropriately skilled and independent experts and the transparency of the evaluation process, including dissemination of results to the relevant stakeholders;
- Participation of the relevant stakeholders in the evaluation process, to ensure different perspectives and views are taken into account; and
- Usefulness of the evaluation findings and recommendations, through timely presentation of relevant, clear and concise information to decision-makers.Apply by 17th July.
