HEKS/EPER, Swiss Church Aid, supports projects designed to combat hunger, poverty and injustice in over 30 countries on four continents. HEKS/EPER also provides worldwide humanitarian assistance for victims of natural disasters and armed con%icts and supports the Church’s diaconal work in Eastern Europe and the Middle East. In Switzerland, HEKS/EPER champions the rights and causes of refugees and socially disadvantaged people. Through its development and social policy work in the ,elds of climate justice, access to land and food, migration, and integration, HEKS/EPER strives for systemic change – globally and in Switzerland.

HEKS/EPER Romania Foundation was registered in December 2015. The Foundation’s mission is to support people from Romania who need social and economic help. Our projects address the marginalized and vulnerable groups of Romanian society. To implement them, we work with various non-governmental partner organizations in the country. HEKS/EPER is currently scaling up its country project portfolio, looking at identifying long-term solutions for Social Afterschool Programs and better inclusion in the labor market for the people/youth coming from vulnerable communities. At the same time, HEKS/EPER is developing projects in Romania related to the consequences of the war in Ukraine. The HEKS/EPER o7ce in Romania is also developing a humanitarian aid branch that allows the implementation of humanitarian projects in different countries financed by the European instrument ECHO.

HEKS/EPER is looking for an experienced Finance and Administration Director to support teams working on development cooperation (Devco) and humanitarian aid (HA) and set up a single ,nance team with clear processes and tools that can meet the requirements of all types of projects and various donors

Your main responsibilities:

Budgetary and financial system:

• You ensure that the Country Office and the partners meet all financial deadlines
• You oversee audits inclusive preparation of documentation and implementation of the audit recommendation
• You are the contact person to the partner organizations regarding financial and administrative management
• You provide training if needed about effective and reliable financial management systems

Accounting and cash flow:

• You support the ongoing internalization of the accounting system
• You monitor the cash flow between HQ, country office and partners
• You define and implement the appropriate accounting procedures and rules that meet the requirements of Romanian accounting, HEKS/EPER requirements, and the accounting requirements for institutional donors.

Overall HR functioning:

• You coordinate between the different HEKS/EPER financial teams
• You train team members and partner organizations on all relevant topics

To be successful you bring:

• Master’s degree in finance or accounting
• Minimum of three years of relevant experience and experience in monitoring and generating financial reports for internationally funded projects
• Familiar with human resource matters
• Fluent in English
• Available for local/national and international travel
• Good prioritization and time management skills
• Excellent computer skills (particularly MS Office and accounting software)
• Excellent team player and social capabilities
• Professional, cooperative, efficient, and effective working attitude
• Experience in working in an NGO and in the ECHO compliance rules is a plus
