Independent Contractor: Financial & Administrative Management Advisor
Contract Duration: Two Years (January 2019 – December 2020)
The Tree Kangaroo Conservation Program (“Program”) of the Woodland Park Zoo is seeking an interested independent contractor with a demonstrated professional facility in financial and administrative management, to provide independent services that will support the capacity development of the Program’s Papua New Guinea-based nongovernmental organization, TKCP-PNG. The independent contractor will be based in Lae, Papua New Guinea with occasional visits to the remote village communities of Yopno-Uruwa-Som (YUS).
The contract is currently funded for two years, with the possibility of an extension depending on the progress and status of the organization’s management capacity at the conclusion of the term, funding, and the parties’ mutual consent.
Given the location, the Program also provides access to shared program housing and transportation in Papua New Guinea.
I. BACKGROUND OF THE TREE KANGAROO CONSERVATION PROGRAM – PNG
The Tree Kangaroo Conservation Program (TKCP) was established in 1996 as a community-based field conservation program through the Woodland Park Zoo in Seattle, USA. In 2013, the program registered TKCP-PNG as an independent non-governmental organization in Papua New Guinea (PNG) as the program’s implementing partner. The Tree Kangaroo Conservation Program (TKCP) is the umbrella name for the partnership between Woodland Park Zoo’s TKCP and TKCP-PNG, which fosters wildlife and habitat conservation and supports local community livelihoods in Papua New Guinea through global partnerships, land protection, and scientific research. The TKCP-PNG office is located in Lae, PNG’s “second city” and industrial hub and focuses its work on the Yopno-Uruwa-Som (YUS) landscape on the Huon Peninsula which received the highest category of land protection when it was declared a “Conservation Area” by the government in 2009. The Lae-based leadership team includes six PNG nationals and one international staff member.
This contract position is part of TKCP’s initiative to strengthen the capacity of its PNG-based nongovernmental organization for the management of the YUS Conservation Area. It is funded in part by Papua New Guinea’s Global Environment Facility project, ‘Strengthening the Management Effectiveness of the National System of Protected Areas.’
II. SCOPE OF WORK TO BE PERFORMED AND STANDARDS TO BE FOLLOWED
The Financial & Administrative Management Advisor will be responsible for key aspects of the organization’s support functions including finance, accounting, human resources, and administration. The contractor will play an important role in developing the organization’s management capacity by establishing and maintaining effective administrative systems and processes, providing staff with guidance and training, strengthening financial controls, and ensuring compliance with PNG’s financial regulations. The role will involve maintaining oversight of TKCP-PNG’s cash flows and financial practices, and collaborating with the Program Director & Program Managers to ensure that high quality budgets are developed and managed.
Key duties and responsibilities include:
- Provide advisory services related to the organizational management and development of the Tree Kangaroo Conservation Program-PNG, based in Lae, Morobe Province, Papua New Guinea (PNG), in conjunction with the Program Manager.
- Develop, review, and maintain systems and processes supporting the management of TKCP-PNG. Advise, train, mentor, and support TKCP-PNG leadership team to assume responsibility for maintaining such systems.
- Development and periodic review of organizational policies and procedures regarding organization’s financial, human resources, operational, contractual, and administrative management.
- Develop and maintain organization’s structure and capacity for human resource management including benchmarking, performance management, staff training & development, and appropriate documentation.
- Advise and support organization’s information and communication technology management including office network, digital and physical record-keeping, and information security.
- Leadership of all aspects of financial management, accounts and controls.
- Oversee process for annual program budgeting, work planning, program and project budget management.
- Oversee management of fortnightly payroll and ensure accuracy of all deductions and contributions.
- Oversee management and control of fixed assets, equipment and supplies
- Manage and facilitate financial audits including external, internal, and donor/project audits. Lead and advise staff in implementing audit recommendations.
- Ensure organizational compliance with relevant regulations within Papua New Guinea.
- Collaborate with and advise Program Director and Program Managers regarding organizational strategy, governance, and management of TKCP-PNG.
- Provide periodic reports and recommendations to Program Director and TKCP-PNG Board.
III REQUIREMENTS AND QUALIFICATIONS
Background should include experience with NGO/nonprofit management, extensive financial management experience, proven track-record of establishing effective systems and processes, strong knowledge of grant compliance and reporting requirements, and demonstrated ability in training and skill transference. Requires bachelor’s degree in business administration, finance, public administration, nonprofit management, or related discipline. Graduate degree and prior experience living and working in challenging international environments strongly preferred.
