We are looking for our delegation in Bangladesh for a
Health Project Manager
Position Start Date: 17th of September 2018
Duration: 6 months
Location: Cox’s Bazar- Bangladesh

Contractual conditions:
Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) 4’300 CHF (~3’700 €) net /monthaccording to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Context:
Following the massive displacement of more than 688,000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on health, WASH and child protection. For the child protection component this includes: PSS activities in CFSs and with Mobile Teams, Case Management & Alternative Care and Capacity Building.
Main responsibilities:
The Health PM is responsible for Tdh’s Health programming in Cox’s Bazar (Bangladesh) and for the overall quality of the program. He/she ensures correct evaluation, implementation and management of medical programming and monitoring of the Health Projects, including finance and logistics. He/She ensures monitoring of qualitative and medical operational aspects of the Delegation’s programs in Cox’s Bazar on a day-to-day basis.
He / she supports the designing and fundraising of grants related to health, through monitoring donor opportunities, drafting of concept notes, budgets and project documents in collaboration and supervision with the WASH, Health and Nutrition coordinator and HQs’ experts.
He / she is responsible as well for health Project Cycle Management, the day-to-day implementation and management of health activities, the Coordination and Representation with official authorities (MoH) and INGOs, the Management of health team Human Resources including capacity building of national staff.
Fonction details:
Project Management
- To develop, implement and monitors the emergency health projects, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets;
- With support of the M&E Manager to ensure that activities are appropriately monitored and evaluated;
- To recommend amendments to the implementation strategy and project proposals, according to the health situation in the country;
- To forecast and follow up on expenditures related to the project;
- To participate in budget revision exercises;
- To prepare timely purchase requests in line with the project needs;
- To support required actions by the administration related to Health team management and supervision;
- To identify logistic and admin support needs related to the project and communicate these to the relevant log/admin support person(s).
Reporting, monitoring, communication and planning
- Ensures external and internal reporting;
- Writing of the narrative monthly, quarterly, intermediate and final reports, according to the templates and requirements;
- Feeds information to the WASH, Health and Nutrition coordinator;
- Participates in designing strategies and objectives for improved support to beneficiaries and contributes actively to its monitoring, evaluation and revision;
- Participates in assessments in its geographical zone of intervention;
- As requested by his/her Line Manager, takes part in the definition of strategic orientation for the mission, be it in the operational or in the technical part;
- Plans activities. He/she provides activity planning for all the duration of the project, as well as monthly and/or as requested;
- Creates and applies communication and visibility plans in the project(s) under his/her responsibility;
- Designs, and implements correctly, a data gathering system and tools as needed for the implementation of the project;
- Ensures the capitalization of lessons learnt and good practices in formal documents.
Coordination and representation
- Participates in internal coordination meetings as needed and requested;
- Participates in external coordination meetings (Cluster meetings, meetings with authorities from the Ministry of Health, technical working groups) and ensures the correct technical coordination with other Tdh activities;
- Represents Tdh in front of the Ministries of Health, as requested;
- Ensures the correct integration of Tdh’s health activities and strategy in line with existing national policies and guidelines;
- Ensures the correct coordination with the other Project Managers, in the activities related to his area of work;
- Ensures the coordination and solves potential overlapping of activities with other organizations and actors in health sector;
- Ensures communication and reporting regarding technical matters, as needed, with the technical referent for Health available at the mission or at HQ;
- Participates, as requested by his/her Line Manager, in the writing of Health proposals.
Team Management & Human Resources Management
- To identify, recruit train and manage staff;
- To ensure staff care;
- To ensure Child safeguarding policy is enforced;
- To ensure the whole team has a clear understanding of the Tdh mandate and project;
- Ensure a positive working environment and good team dynamics (solve out potential conflicts), organize and lead coordination meetings;
- Evaluate the staff under his/her direct responsibility on a regular basis and pass on the evaluations and recommendations to HR;
- Ensure the communication contract is implemented within his/her team(s) and project teams;
- Create conditions for a good flow of operational information from delegation – field – delegation (verbal exchanges, e-mails, sitreps, reports,, etc.);
- Ensure overall compliance with the Tdh HR procedures and those of the country (fairness, transparency);
- Participate in the delegation coordination meetings;
- Ensure and support the accountability of the national teams in a gradual process of delegation and nationalization of managerial posts;
- Develop his/her subordinates’ self-reliance and encourage collaboration.
Security
- Comply with Tdh Security Regulations;
- Ensure Staff safety and inform staff on security rules as defined;
- Reports any security/safety incident and/or risk to the emergency coordinator.
Profile:
Job requirements
- Degree in Medicine or Nursing;
- At least four years of experience in the implementation of Health projects, preferably in humanitarian contexts;
- Successful track record of developing funding strategies and securing high levels of funding from institutional donors (OFDA; BPRM; DFID; ECHO; UN; etc.) ; excellent knowledge of the Logframe, proposal and budget development;
- Proven knowledge of logistics implementation at national level;
- Ability to work well and punctually under pressure;
- A commitment to excellence; attention to detail;
- Excellent level of English, written and spoken;
- Excellent handling of IT tools, be it generalistic (Windows, Office, etc.) as well specific (EPI-INFO, etc.

- Is able to establish and manage his/her priorities correctly.
