Background

The Partnership Forum is mandated through the Bylaws of the Global Fund as an ongoing process of coordination convened by the Strategy Committee on behalf of the Board to provide (i) input into the development and implementation of the Global Fund Strategy, and (ii) a visible platform for debate, advocacy, continued fundraising, and inclusion of new partners for the development of the Global Fund Strategy. To this end, participants from around the world will review input received to date on strategy development from across the Global Fund’s broad partnership and discuss potential areas of focus for the next Strategy. All this will be done through a series of virtual regional panel discussions and breakout sessions on Zoom.

Scope/ Objective

The Partnership Forums will convene delegates from around the world and from across the Global Fund’s partnership. In order to allow meaningful participation for all, delegates will have the opportunity to express themselves in the language in which they feel most comfortable (EN, FR, ES or RU).

Consultations with Civil Society partners will be held in January, followed by a Global opening, three regional Partnership Forums and will finish with a Global closing session. Each regional meeting will have between 8 and 10 simultaneous breakout sessions per day, all requiring interpretation.

Due to the virtual nature of the events, the meetings will not be full day events. We anticipate that the Global Opening & Closing will be 3 to 4 hours and the Partnership Forum days around the 5-hour mark.

Dates are as follows:

January 2021 (second half of January, exact dates tbc) – 3 consultations

2 February 2021 – Global Opening

9 to 11 February 2021 – Partnership Forum 1, Eastern and Central Europe and Latin America and the Caribbean

17 to 19 February 2021 – Partnership Forum 2, Africa

3 to 5 March 2021 – Partnership Forum 3, Asia

15 March 2021 – Global Closing

The Global Fund will therefore be offering the following languages: Global Opening – English, French, Spanish and Russian (Arabic tbc) EECA & LAC – English, Russian and Spanish Africa – English and French Asia – No interpretation required unless Arabic is confirmed

Vendors are requested to propose the best and most cost-effective solution to meet the Global Fund’s requirements, while ensuring a high level of service.

Tasks

Coordination and provision of simultaneous interpreting services from English to French; English to Spanish; English to Russian; French to English; Spanish to English and Russian to English.

NB: Arabic is still in consideration

The interpretation will be required for opening remarks, panel discussions as well as a multitude of breakout rooms.

Note: the time of the meetings have not been confirmed but will be scheduled within business hours of the local time zone. This may mean that meetings may be outside of contractors regular working hours. For example, if the contractor is based in CET the Partnership Forums in LAC and Asia may be outside of normal working hours.

Deliverables

Coordination

  • Recruit and assign interpreters for the various and sessions and languages required
  • Provide flexibility to accommodate additional hours if needed
  • Provide a basic CV of each interpreter to the Global Fund
  • Manage communication between the Global Fund and the interpreters
  • Ensure the interpreters have the appropriate pre-reads, materials and background information on the event and organization
  • Help set up trainings and tests to ensure that all interpreters are familiar and comfortable with the platform
  • Have a backup plan should an interpreter be unavailable last minute
  • Follow up as needed

Interpretation

  • Simultaneous interpretation in the following languages:
  • English to French
  • English to Spanish
  • English to Russian
  • French to English
  • Spanish to English
  • Russian to English
  • Arabic still TBC

Experience Skills

1. The service provider shall be an institution operating in the field of interpretation. Previous work with other international organizations, governments, donors, and civil society institution would be an asset.

2. A coordinator or point of contact, with proven experience in providing support, to manage communications between the Global Fund and the interpreters.

3. The interpreters should have minimum 5 years of demonstrated experience in live interpretation for the languages proposed. Having performed these services in high-level or international events is an asset.

4. Interpreters should hold appropriate licenses and certifications.

5. Interpreters should have experience and be familiar with terminology relevant to the Global Fund (health, AIDS, TB & Malaria, social work, human rights, gender, SDG’s, etc.).
