The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners’ peacebuilding, humanitarian and development projects around the world. The United Nations Environment Programme (UN Environment) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
UN Environment, in partnership with the Global Green Growth Institute (GGGI), serves as the joint host of the Green Growth Knowledge Platform (GGKP) Secretariat (www.greengrowthknowledge.org) on behalf of the GGKP Steering Committee (UN Environment, GGGI, the Organization for Economic Co-operation and Development, and the World Bank). The GGKP is a global network of 50 international organisations, research institutes, and think tanks focused on promoting a green economy transition by:
- identifying major knowledge gaps in green growth theory and practice and addressing these gaps by promoting collaboration and coordinated knowledge generation; and
- using world-class knowledge management and communication tools to provide practitioners, policymakers, and other experts with opportunities to access, share, and utilize green growth policy analysis, guidance, information, and data.
Purpose and Scope of Assignment
The GGKP knowledge generation programme is organized around a number of collaborative expert working groups, established on priority topics identified as being crucial in a green economy transition but where knowledge and data are lacking. The expert working groups are tasked with assessing the state of knowledge, identifying and prioritizing knowledge gaps, and promoting a broader research agenda to address the identified gaps.
The primary role of the Knowledge Generation Officer is to coordinate the GGKP knowledge generation activities and support the expert working groups with a particular focus on the natural capital expert working group. S/he will provide strategic guidance to the Head of Secretariat in defining the vision and strategy for the knowledge generation programme of work.
The role requires frequent interaction with senior officers and technical staff from GGKP partner institutions and representatives and officials in national governments, international organizations, and research institutes.
The Knowledge Generation Officer will be responsible for keeping up-to-date on the latest developments in green growth and natural capital research. S/he will have a key role to play through the GGKP web platform, assisting the GGKP Knowledge Manager in the gathering and curation of new research and producing thought pieces, or syntheses, of important papers and developments. The Knowledge Generation Officer will manage the web content on pages specifically dedicated to the natural capital and other expert working groups.

1.Strategy and planning
- Manage the development and implementation of the GGKP knowledge generation work programme, including providing strategic advice to the Head of Secretariat
- Monitor and analyse work programme development and implementation
- Identify problems and issues to be addressed and propose corrective actions, liaise with relevant parties, and identify and track follow-up actions
2.Knowledge generation management
- Oversee the nomination and selection of co-chairs and expert working group members, including obtaining GGKP Steering Committee approval for the selections
- Ensure that key milestones and deadlines are met by the expert working groups
- Work with the expert working group co-chairs to organize committee calls and meetings as required
- Prepare background materials and meeting summaries as needed by the expert working group co-chairs
- Commission research based on the recommendations of the expert working groups
- Supervise preparation of various written outputs, e.g. background papers, working papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
- Liaise with GGKP partner institutions in the development and delivery of the collaborative knowledge generation work programme
- Serve as an effective spokesperson for the knowledge generation activities and establish collaboration and partnerships with key institutions and experts
- Identify opportunities for new partnerships, including knowledge partners, affiliated programs, or engagement with other programs of interest
- Assist the GGKP Knowledge Manager in the gathering and curation of new research and produce thought pieces, or syntheses, of important papers and developments
- Manage the research committee sections of the GGKP web platform and ensure these sections are comprehensive and up-to-date
- Prepare fundraising strategies and proposals to support the collaborative knowledge generation work programme
- Identify and engage potential funding partners for the work programme
- Identify possible research funding institutions and facilitate their engagement with the expert working groups
A Master’s degree in economics, environment, public policy, or related field is required.
Minimum five (5) years of accumulated work experience in an international organisation or public institution is required.
Experience in empirical research, data analysis and writing evidence-based reports and policy materials with practical recommendations is desirable.
Solid understanding of organizations and research institutions producing research on green growth internationally is desirable.
Exceptional communication and presentation skills, both written and verbal.
Strong project management skills and ability to deliver ideally across multiple international stakeholders;
Proven track record of managing collaborative, multi-disciplinary research programmes.
Proven ability to work in a ‘virtual’ team across multiple locations.
Strong existing network in the green growth/green economy field preferred.Experience in organizing conferences, events and workshops preferred.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
