The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

The Facility Management Unit (FMU) in Suva Fiji provides centralised overarching management of the Facility’s programs and activities including operations, monitoring, evaluation and learning (MEL), reporting, communications and public diplomacy and integration of cross-cutting themes.

The Position

The Operations Manager is a member of the Facility’s Senior Management Team (SMT) and is responsible the provision of effective and efficient support across the Facility’s programs and activities including financial performance, staff recruitment and human resource systems, procurement and contracting of goods and services, management of the Facility’s environment plan, office administration, work health safety and security, and the policies and procedures for these work streams.

The Operations Manager will also be required to travel to Divisions in Fiji and to Tuvalu to provide support and ensure that Facility operations are effective in these locations or to support specific program initiatives.

The Operations Manager is supported by a team of international and national staff and a key requirement of the position is to continue to build the capacity of national staff to increase skills and knowledge and to assume higher duties.

The Person

We are seeking leaders who drive collaboration between the project and our head office teams, working together to deliver effective support to our programs, and to grow Tetra Tech International Development as an organisation where we can provide more opportunities for all our staff to deliver work that achieves a positive impact.

To succeed in this role, you will have proven experience in large development assistance program operations management including experience with donor contracts and requirements. While not essential, experience of the Australian DFAT programs is advantageous.

In addition to your operations management experience, you will also have strong experience across financial management, procurement and contracting and experience in integrating gender equality, disability and social inclusion (GEDSI), civil society engagement, climate change/disaster risk reduction, child protection and/or PSEAH across operations and programs.

This role also requires you to have proven experience in human resources management, including a well-developed understanding of the full employment life cycle from recruitment, onboarding, performance management through off boarding and demobilisation.

Possessing strong, dynamic leadership skills, you will be an excellent communicator and able to demonstrate sensitivity to other cultures with the ability to act appropriately in the context of Fijian and Tuvaluan culture and their workplaces. You will be resilient and agile and able to adapt to change and ambiguity in a fast-changing operating environment. As a leader, you will role model the Tetra Tech International Development values, and will be committed to coaching and mentoring others as part of our commitment to build the capacity of our project team staff.

If you are successful in being appointed to this position, you will be required to mobilise to Suva, Fiji by end of April/ early May 2021.
