Background and role
· Based in GOAL Head Office Dublin, the Operations Team is a part of GOAL’s Programme Operations Department. Working closely with the other HQ departments, the Operations Team acts as the primary operational link between GOAL’s country offices and HQ, liaising with the 13 countries programmes.
Reporting to the Head of Programme Operations (HOO), the Operations Manager provides leadership and guidance to a team of Desk Officers & Programme Support Officers, and supports the continued development and quality of the programmes operations and its systems, and ensures the delivery of key processes and projects within the department.
· Lead the HQ Operations team: Desk Officers and support officers, to successfully develop and execute annual workplans
· Assume responsibility for the development and successful execution of the Operations Team’s Targeted Operations Model (TOM), including oversight on the delivery of the team’s annual workplan and achievement of all milestones and key performance indicators.
· Oversee the performance and development of the team, by ensuring clear KPIs are set and regular team meetings held
· Work with the Head of Operations and Director of International Programmes (DIP) to improve effectiveness and efficiencies of the team to support country teams
· Coordinate annual budgeting process with country teams in partnership with HOO and actively engage in risk management
Donor Grant Administration
· Responsible for leading on GOAL’s grant administration, donor contracts processes, proposal submission processes,
· Monitor adherence to contracts, Ensure production and submission of timely high-quality donor reports and development of a strong working relationships with key strategic funding partners
· Ensure all donor registrations are kept accurate and up to date.
· Ensure strong cross functional relationships with HQ teams to maximise synergies and support for overseas field operations
· Produce monthly reports for HOP on key strategic issues and program performance by donor contracts
· Responsible for regular engagement with MEAL team to ensure close monitoring of program execution to achieve objectives
· Ensure strong maintenance of accurate project/programme information on the Grant Management System (GMS) and intranet country pages and ensure compliance with process and system requirements.
Processes facilitation and project management
· In conjunction with the HOO, support the roll out of key Operations Team facilitated processes such as the field risk and strategic planning and monitoring processes as required**
· Promote cross team learnings: systems, processes, program outcomes
· Develop project management systems and tools for use by field and HQ staff, including the development of relevant toolkits and manuals as required.
· Contribute to progressing GOAL’s partnership / localisation agenda via the provision of strategic and administrative support such as attending and following up on actions arising from GOAL’s Partnership Working Group; review and inputting to GOAL’s evolving partnership strategy; ensuring that the GMS is up to date with partnership information; etc.
· A minimum of seven years’ work in the development and/or humanitarian sector, with at least three years’ experience in management.
· A minimum of four years working overseas for an INGO or similar, preferably in management roles such as Programme Director, Deputy Country Director or Country Director.
· Relevant Masters level qualification.
· Previous overseas experience – Relief and Development, in a management role is highly desirable.
· Significant knowledge and experience dealing with major donors including EU, USAID, OFDA, DFID, Irish Aid, UN agencies and others.
· Excellent communication skills are essential – written and oral
· Must be a self-starter, and possess excellent organisational skills and solution orientated.
· Must be experienced in analysing reports, extracting relevant data and deliver high quality presentations.
· Strong IT skills, notably in use of Word, Excel, PowerPoint.
· Fluent in spoken and written English and fluency in a second language, preferably French, Spanish or Arabic is highly desirable.
