HI, Humanité & Inclusion is an independent and impartial international solidarity organization that intervenes in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and vulnerable populations, it acts and testifies, to meet their basic needs, to improve their living conditions and to promote respect for their dignity and fundamental rights.
Present in more than 55 countries, HI implements activities serving vulnerable populations, refugees, displaced and disaster-stricken populations, injured people and populations at risk from weapons, ammunition and explosive devices.
The Operations Department (DO) of Humanité & Inclusion brings together 5 geographic departments, 4 technical departments, an emergency department and an Impact, Information & Innovation (3I) department.
The Africa CESaN (Central -East, South And North) direction currently includes Morocco, Algeria, Tunisia, Libya, Chad, CAR, South Sudan, Uganda, Kenya, Ethiopia, Somaliland and Madagascar.
It deploys in each of these countries the entire mandate of Humanity and Inclusion in collaboration with other operational, technical and support departments.
These 11 countries are grouped in 9 programs including 2 bi-country programs: Morocco-Tunisia and Kenya – Uganda, for a total budget in 2018 of 29 M €
At headquarters, the management is composed of the geographical director, the assistant and 6 project managers.
In addition to overseeing and supporting these 9 programs, management is responsible for defining, supporting and then overseeing the launch and implementation of the WISH project.
We are recruiting a project officer in charge of supporting the Algeria program as well as the supervision and coordination of the WISH project.

HI’s actions in Algeria began in 1998 to support professionals in charge of victims of terrorism and their families. The field of mental health has therefore been predominant in the program since the beginning. Following the Boumerdès earthquake in 2003, the program has developed two large-scale projects that have also served to forge its identity and establish its recognition by the public authorities.
Today, HI’s goal is the structural improvement of living conditions, the integration and full social participation of people with disabilities, mainly on the basis of partnerships with local associations and public institutions.
More recently, HI opened a base in the Saharawi camps, following the floods of autumn 2015, to help improve the quality of life of people with disabilities, in particular by improving care and treatment. rehabilitation and occupational therapy.
Presentation of the WISH project:
The WISH2ACTION Consortium – Integrated Sexual Health for Women brings together five leading organizations, internationally recognized in their field, to offer inclusive, diversified, innovative and integrated Sexual and Reproductive Health (SRH) services in 16 countries to 2.2 million people. user-es.
It is about having a comprehensive and integrated approach to ensuring equitable access to family planning and sexual and reproductive health and rights (SRHR), giving priority to the most underserved women and girls, young people under 20, very poor and marginalized populations.
Within this consortium, HI must ensure that services are inclusive and that people with disabilities receive appropriate SRH care.
POSITION OBJECTIVES:Under the supervision of the Geographic Director, who focuses on the strategic aspects, your mission is twofold:
You supportthe good organization of the program and the management of the projects as well as the operational development of the Algeria program in order to guarantee a qualitative implementation, in the respect of the means and the frameworks
You define and supervise the launch and implementation of the WISH project in relation to the members of the consortium and the HI directorates involved.
Your main responsibilities are:
- You support the program Algeria
- You guarantee the respect of the management framework of the project cycle (monitoring and evaluation programming) by the program teams
- You support the development of new projects
- You contribute to the recruitment and the follow-up of the persons in charge of the projects
Mission 2:You develop project management and governance tools and provide leadership at the headquarters level, interfacing with the field as well as with the partner organizations
You prepare and support the programs in the implementation of the project by ensuring their good ownership and execution of the MEAL process
- You have 5 years of experience as a senior project manager or coordinator in the field of development or possibly emergency, ideally in sub-Saharan Africa, Maghreb, and more particularly in Algeria
- You have a good knowledge of the main issues related to the problem of disability in development contexts and possibly emergency
- You have experience in implementing regional and multi-country projects.
- You know the main donors: DFID, USAID ECHO …
- You have an excellent command of the English language both orally and in writing
- You have very good coordination, adaptation and reactivity skills.
