The defeat of ISIL and the current international attention and support to the Government of Iraq (GoI) for the recovery and reconstruction phase offers a critical opportunity to tackle the structural issues that may undermine the longer-term security and peace in Iraq.
One such issue is the need to address the relationship between communities and the security sector in the immediate post-conflict environment in Iraq in way that responds to the significant reshaping of the security sector that has taken place in Iraq during the period of ISIL occupation, and for which longer term ‘exit strategies’ were not fully developed – in particular the mass mobilization into armed groups from the Central-South of Iraq.
While the solutions to the long term effect of the mass mobilization in Iraq during the ISIL period will be resolved at national and regional political levels, the conclusion of open conflict with ISIL has precipitated the self-demobilization of a significant number of fighters who seek to re-establish their lives in their areas of origin – areas under severe economic and social distress and where social unrest is already apparent. Communities that are now generally supportive of ex-fighters, can quickly shift to a negative perception as soon as the relation with armed groups goes back to one of patronage, with ex-combatants being privileged for distribution of jobs, services and resources that are very scarce in those communities. In this context, returning ex combatants may pose significant risks on both individual and community levels (and possibly national levels), if not managed successfully.
In response to these challenges, IOM Iraq seeks a Project Manager (Supporting Ex-Combatants and Security-Development Nexus) to oversee activities which seek to support to combatants who have left the theatre of conflict, and who are seeking to re-establish lives in their communities, but which also addresses broader community perspectives and needs, and which are located within the broader concept of the ‘development to security’ nexus. The programme will employ a holistic approach including creation of economic opportunities, social cohesion and psycho-social responses, to support the government with the integration of ex-combatants in the local economy, as well as empowering the community to prevent conflict and solve tensions peacefully. The programme will be rooted in community-defined solutions and will necessitate a comprehensive engagement processes with individuals, government, and security sector.
Under the overall supervision of the Head of Programmes and the direct supervision of the Head, Community Stabilization Unit (CSU) and in consultation with the Disarmament, Demobilization and Reintegration (DDR)/Conflict Advisor in Headquarters (HQs), the successful candidate will assume a principle managerial oversight role of IOM Iraq project.
Core Functions / Responsibilities:
- Assume overall, direct responsibility for the successful design and implementation of the project, ensuring that the project meets donor requirement and complies with IOM standards of quality and accountability.
- Design a strong community outreach component in the program to assure that the initiative is effectively engaging both ex-combatants and communities and that “do no harm” principles are being monitored over the course of the program to assure the effectiveness of the program.
- Maintain overall oversight of administrative, financial, procurement, monitoring and evaluation and management systems to ensure the timely and effective implementation of the project.
- Oversee the selection, hiring and capacity building of all international and/or national staff hired for the programme. Provide management and mentoring of staff within the area of responsibility, in coordination with Resource Management Officer, Field Security Officer and various consultants.
- Undertake regular on-site program monitoring and field travel to the extent that security conditions allow.
- Work in close coordination with the Chief of Mission, Mission Support Unit, and Community Stabilization Coordinator to engage members of the donor community to solicit support for further developing the programme.
- Identify, evaluate and, as appropriate, establish cooperation with institutions that can undertake activities on behalf of and in partnership with IOM.
- Oversee implementation of activities at the governorate level designed to build the capacity of relevant Ministries of the Government of Iraq and local authorities relevant to the implementation of this project.
- Regularly evaluate and report risks arising from the programme, including security and reputational risks, develop and implement mitigation strategies in coordination with relevant colleagues.
- Make recommendations to further enhance the objectives of this project, internally and with international and national counterparts including donors, and seek programmatic partnerships and synergies when appropriate. Draft timely donor reports as per contractual agreements.
- Regularly assess, formulate and present concise political, security and programmatic analysis of the country context to inform flexibility and evolution in programming and to evaluate the impact of IOM engagement including issues affecting IOM institutional relationship or operations regarding ex-combatants and the security development.
- On behalf of IOM, represent the project externally to all relevant state and non-state institutions, bilaterally and through the various coordination fora, including UN, and government units, and security actors.
- Establish modalities for internal coordination with other Programme and Project Managers across the Mission, identify and support strategic planning, coordination and the establishment of programme synergies.
- Provide timely updates on programme issues, including regular risk analysis and recommendations for operational improvements, to the COM / IOM management, as well as regular, timely reporting and presentations for donors. Provide any other supplementary written materials (e.g., ‘think pieces’, promotional materials etc., as required).
- Based on a detailed understanding of UNDSS security requirements and the complex situations of restricted access, monitor, manage and abide by UN security regulations and guidelines.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
• Master’s degree in Social or Political Science, International Relations, Developmental Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
• Experience in the field of emergency response and humanitarian assistance including camp and shelter management, support to displaced populations and the implementation of early recovery activities;
• Experience working at an international level with specialized international agencies (UN agencies, international organizations, and international specialized NGOs) and in complex humanitarian operations;
• Knowledge of UN, IOM, international organizations’ and NGO mandates and programmes in the area of migrants’ rights and humanitarian assistance;
• Experience working in the region an advantage.
Fluency in English and Arabic is required.
