Background and Objective
With a view to better respecting the commitments of the Malagasy Government in relation to the Rio conventions, the Government of the Republic of Madagascar has received funding from the Global Environmental Facility (GEF) for the implementation of the project entitled “Strengthening national capacities for meeting global environmental obligations in the context of sustainable development priorities “. This project, which is implemented in partnership with the United Nations Development Program (UNDP), aims to help the Malagasy government achieve and maintain the benefits of the 03 Rio Conventions. The immediate objective of this project is to strengthen a targeted set of national capacities to deliver and sustain global environmental outcomes as part of sustainable development priorities. This will be achieved by five components that will develop systemic, institutional and individual capacities in Madagascar. These components are:

As part of the implementation of the first component, the project is recruiting a consultant to evaluate national policies / strategies and legal instruments, in relation to the integration of the Convention on Biological Diversity (CBD) into these instruments.
In relation to the Strategic Environmental Assessment, the provisions of Article 14.b of the CBD require Parties to take steps to ensure that adverse effects of biodiversity programs and policies are taken into account. Other references to impact assessment are also found in Articles 6 and 10 of the Convention.
Within this framework, the main task of the consultant is to guide the implementation of sectoral development policies and plans towards the sustainable management of all biological resources, including the protection of rare and endangered species and habitats.
It is thus responsible for analyzing the adoption or not of a global, intersectoral, and cross-sectoral approach, and taking into account the most significant environmental, social and economic issues in national sustainable development policies and strategies and in sustainable development. sectoral policies. Its mission is to analyze the implementation of the Conventions on Biological Diversity at the level of the different sectoral and territorial policies. Duties and Responsibilities
Under the supervision of the project coordinator, In collaboration with the thematic specialists of the project mainly for the first components but also with those of the other components; the consultant will ensure the following missions:
