Terms of Reference
Burkina Faso is highly exposed to the weather and to the impacts of climate change, including floods, droughts, strong winds (trade winds of the Sahara Harmattan, for example) and high variability in the duration of dry and rainy seasons. All of these impacts have made it difficult to manage production sectors that depend on natural resources, such as agriculture, fisheries and forest resources. They have also aggravated the difficulty in planning food security, epidemics and water resources management, and in particular hydroelectric dam operations.
For example, heavy rains in 2009 caused crop flooding, taking 22,220 hectares of farmland, breaking 15 dams and destroying 42,000 homes (PDNA 2010). In addition, during hot and dry periods, Burkina is the victim of the spread of vector-borne diseases, including meningitis and cholera, with 193 deaths caused by an epidemic of meningitis in the month of March 2011. Studies predict in Burkina Faso an increase in extreme weather risks and associated losses.
As climate change occurs, an increase in variability in the frequency and intensity of shocks is expected; which requires adaptation of key economic sectors. In a developing country like Burkina Faso, the impacts of climate change are exacerbated by limited local awareness mechanisms and the country’s reliance on subsistence agriculture.
The evaluation of the offers takes place in two stages. Evaluation of technical proposals and comparison of financial proposals.
They are evaluated in relation to the terms of reference. For information, the technical proposal will be evaluated on its degree of response to the terms of reference
The Consultant makes his financial proposal according to the Cost Table. The financial offers will be compared and a financial score will be calculated for each proposal on the basis of the formula:
Financial score = [(Lowest financial bid) / Financial offer of A] x100
NB: Only consultants with a technical score of at least 70 points / 100 will have their financial offers open. This technical score will be weighted at 70% and the weighted financial score at 30%.
