Terms of Reference
In accordance with the monitoring and evaluation policies and procedures of UNDP and GEF, all medium and large-scale projects supported by UNDP and funded by the GEF must be subject to a final evaluation at the end of implementation. implemented. These terms of reference (TOR) set out the expectations of a final assessment (TE) of “Generating Global Environmental Benefits through Better Planning and Decision-Making Systems at the Local Level in Burkina Faso” (PIMS Nº 4892)
The project “Generating global environmental benefits through better planning and decision-making systems at the local level in Burkina Faso” was developed as part of Results 2 and 3 of the Transversal Capacity Development Strategy. the Global Environment Facility, which focuses on building cross-cutting capacity for environmental information management and integrating global environmental benefits into planning processes.
The project was formulated on the basis of the conclusions of the National Capacities Self-Assessment process, which showed that the strengthening of national capacities for a more effective use of the existing National Environmental Management Information System would make it possible to better perceive the progress report on the implementation of the Multilateral Environmental Agreements. In return, the system will enable Burkina to provide better bases for sustainable development planning at both national and local levels.
At the same time, integrating global environmental benefits into local sustainable community planning processes will ensure that the local population benefits from an enabling environment in its management of natural resources as well as and its protection. The project will develop and test modules of the Local Planning Methodology Guide on the themes of the Convention that can help local actors to incorporate global environmental benefits into their local planning.
The evaluation of the offers takes place in two stages. Evaluation of technical proposals and comparison of financial proposals.
They are evaluated in relation to the terms of reference. For information, the technical proposal will be evaluated on its degree of response to the terms of reference
The Consultant makes his financial proposal according to the Cost Table. The financial offers will be compared and a financial score will be calculated for each proposal on the basis of the formula:
Financial score = [(Lowest financial bid) / Financial offer of A] x100
NB: Only consultants with a technical score of at least 70 points / 100 will have their financial offers open. This technical score will be weighted at 70% and the weighted financial score at 30%.
