About the role
The Technical Assistance Facility (TAF) to the Government of Lebanon is an EU-funded programme working with 93 line-ministries, Government agencies, and public-owned institutions to contribute to the modernization, stabilization, and good governance of the public administration.
The Office of Minister of State for Administrative Reform (OMSAR) is a government entity that leads reform and transformation of the public sector by promoting and deploying innovative modern policies and methodologies to develop the Lebanese administration and engage citizens.
The role of OMSAR is critical for Lebanon to achieve its reform commitments and expectations, ensure flow of international funding mechanisms, and overcome reform challenges in a structured and sustainable manner. EU Delegation to Lebanon entrusted TAF Programme to support OMSAR manage adequately ongoing funding and audit requirements. This EU assistance is in line with the priorities of the EU-Lebanon Partnership Priorities and with the preconditions of supporting Lebanon with substantial foreign aid as declared during the Conference for Economic Development and Reform through Enterprise (CEDRE).
Under TAF’s framework for provision of experts, the Programme is looking for a Senior Finance Expert to support the Office of the Minister of State for Administrative Reform.
This consultancy comes to support the operations of OMSAR and contribute to its successful implementation of donor-funded projects during 2021, in particular EU-funded projects in addition to limited number of transactions for a loan from the Arab Fund for Economic and Social Development.
The scope of this consultancy consists in the following activities:
1- Handle all financial management operations of donor-funded projects at OMSAR and ensure compliance with donors’ regulations and Lebanon’s applicable financial laws; including: payments, accounts management, reporting, conciliation, and bank transfers.
2- Coordinate external audit missions for donor-funded projects and ensure provision of supporting documents, meetings, and relevant audit requirements.
3- Produce regular financial reports required by donors and auditors as well monthly financial status report for the Minister of State for Administrative Reform and contribute to budget drafting for current or future programmes.
4- Support capacity development of selected OMSAR staff in financial management and budgeting with international practices and skills transferred in hands-on approach and formulate recommendations to enable sustainability of the action.
MINIMUM QUALIFICATIONS AND COMPETENCIES:
Hold post-graduate university degree in Management, Finance, Audit, International Development, or related discipline.
At least ten (10) years of experience in financial management; preferably in an EU country, candidate country, or country included in ENI; together with:
At least five (5) years in senior positions managing and overseeing finances of donor-funded development programmes and reporting to donors and external auditors;
Working experience and knowledge in the following areas/entities:
- EU financial regulations and reporting requirements of financing agreements
- International development good practices and principles
- Public sector reform initiatives
Competencies and Technical Skills:
- Well-developed planning and organizational skills
- Good inter-personal and oral and written communication skills
Excellent communication skills in Arabic and English (speaking and writing).
