The International Union Against Tuberculosis and Lung Disease (The Union), headquartered in Paris, France since 1920, has regional and country offices in Africa, Asia Pacific, Europe, Latin America, North America and South-East Asia. The Union provides expertise in project implementation and management, epidemiology and surveillance, and other core public health capacities on a variety of global health challenges. The Consultant is retained on a full time basis for 12 months minimum to provide independent advisory and consulting service to The Union.
Under the technical supervision of the Department of Tobacco Control director, the Consultant shall provide expert guidance to The Union component of the Bloomberg Initiative by:
3.1 Training and Capacity Building
a. Act as The Union tobacco control focal point for Vietnam to coordinate activities relating to grant monitoring, training courses and capacity building;
b. Assist and contribute towards needs assessment for training and capacity building being undertaken in Vietnam;
c. Develop and implement technical components of The Union courses in collaboration, including the development and review of expert materials, participate as faculty in courses as required;
d. Enhance grantees, public and civil society organisations’ capacity for tobacco control.
3.2Support to Program Development, Planning, and Evaluation
a. Contribute to the development of the department work plan for tobacco control and to its implementation;
b. Devise, implement and assess a strategy for the evaluation of The Union’s activities in Vietnam.
3.3Information and Resource Development
a. Map organisations, projects and stakeholders in tobacco control in
b. Develop policy-relevant profiles and monthly status reports on tobacco control in Vietnam;
c. Maintain up to date information on related to tobacco control in Vietnam.
3.4Networking and Liaison
a. Develop and assist in coordinating a network of contacts and partners involved in tobacco control in Vietnam;
b. Gather intelligence on developments relevant to tobacco control through strategic liaison with selected stakeholders.
3.5Technical Assistance and Monitoring
a. Liaise with applicants and grantees;
b. Contribute to the review and negotiation of grant proposals;
c. Participate in monitoring site visits to follow up on the progress of tobacco control programs funded by the BI and develop reports on the visit;
d. Offer support to external technical experts;
e. Provide technical assistance for effective program planning, implementation and evaluation;
f. Work closely with the Union communications team to ensure presence of The Union in national and local press and events as appropriate.
3.6Draft Activity and other Reports for Approval

- A Medical or advanced degree with post-graduate qualification in public health
- Minimum of two years working experience in public health preferably tobacco control
- Strong oral and written communication, consultation and interpersonal skills
- Capacity to work independently and collaboratively in a team environment
- Ability to work to agreed schedules and standards
- Unflappable, flexible approach
- Maturity, tact and diplomacy
- Fluent written and spoken English.
- Proficiency in Microsoft Office package (Word, Excel, PowerPoint, Outlook, Web-based applications)
