The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country delegations) comprise the IFRC Secretariat.
In response to the COVID-19 pandemic the IFRC has launched a CHF 550 million Emergency Appeal. The Emergency Appeal budget includes CHF 100 million to reach 500 million people via the immunization 5 Pillar Plan; I) Advocacy II) Trust III) Health IV) Reach V) Maintain
The objective of this terms of reference is to support the IFRC to develop a model to understand the number of people who were supported by RC/RC to access COVID-19 vaccines.**
Overall objectives: 1) Develop a pipeline to obtain data from pre-existing tools and databases and create mathematical models for quantifying the percentage of population vaccinated through the efforts of the IFRC and RC/RC.
2) Develop data visualizations and trackers to showcase COVID-19 vaccination data.
Context Currently, over 1.3 billion doses of COVID-19 vaccines have been administered. The Red Cross and Red Crescent Movement is playing a critical role in the global COVID-19 response including supporting countries with their COVID-19 vaccination efforts. Out of 192 countries where there are Red Cross or Red Crescent National Societies, 152 (79 per cent) are participating in their national COVID-19 vaccine rollouts. In order to measure the impact of RC/RC involvement in COVID-19 vaccination, it is imperative to collect, measure and verify the numbers of individuals being vaccinated through NS support against COVID-19. The NS COVID-19 Readiness Assessment Tool was administered in February 2021 and continues to be updated regionally. This serves as a useful dataset from which to model RC/RC support to COVID-19 vaccination on a global scale.
· Develop a multi-level model for enumerating the number of individuals obtaining COVID-19 vaccination through support of IFRC and Red Cross and Red Crescent Societies.
· Liaise with IFRC regional focal points and IFRC CCSTs to obtain additional data for triangulation purposes.
· Analyze large datasets to support data-driven decision making. Develop mathematical models to extrapolate and forecast COVID-19 vaccination data.
· Create interactive data dashboards to showcase COVID-19 vaccination data.
· Strong skills in statistics (Frequentist and Bayesian Estimation Methods)
· Strong skills in data modeling and forecasting.
· Fluency with data warehousing, data mining and analysis programming languages (R, Python, SQL).
· Ability to present findings and translate data into dashboard (Tableau, Power BI, Foundry)
