PCI is currently seeking aTechnical Directorfor USAID’s Improved Health and Nutrition Activity in Guatemala. Pending the availability of funds, this position will have an expected start date of March 2019. The purpose of the activity is to achieve significant and sustainable improvements in nutrition and health outcomes in select municipalities of the Western Highlands of Guatemala. Outcomes include reductions in stunting, anemia, micronutrient deficiencies, and maternal and child morbidity and mortality in both prevalence and severity and are directly related to strengthened health systems and improved service delivery.
In close partnership with the Chief of Party, the Technical Director is responsible for the overall strategic and technical vision and implementation in the areas of nutrition, family planning, maternal and child health, WASH and health systems strengthening. S/he is responsible for coordinating project partners, managing PCI project staff, overseeing budgets, writing reports, and working with the project M&E team to establish appropriate monitoring and evaluation systems.
Key Duties & Responsibilities:
- Develop and implement integrated health and nutrition program strategies as a part of an integrated program that is in line with USAID and Ministry of Health guidelines.
- Ensure that the implementation team has a clear understanding of the project’s technical design, including its focus on improving access to and utilization of quality services and the improvement of human resources for health, health systems strengthening and governance.
- Provide the technical team with adequate, up-to-date, and documented technical guidelines, standard operating procedures, quality standards, evidence-based models, and other technical tools.
- Provide mentoring and capacity building at the individual and organizational level in nutrition, maternal and child health (MCH), family planning (FP) and reproductive health (RH), and health systems strengthening.
- Work with health care providers, local authorities, community members and project team members to identify clinical, community, and health system issues that impede access to care and uptake of services.
- Identify and implement appropriate facility- and community-based strategies to address service delivery gaps.
- Ensure that social determinants of health such as conflict, gender, capacity and inclusion are appropriately addressed within the project’s technical strategy and implementation.
- Participate in periodic, structured programmatic reviews to guide course correction and adaptive management.
- In collaboration with the project’s MEL Advisor, ensure that lessons learned from project implementation inform field discourse at all levels and participate in the development and implementation of a learning agenda and research agenda for the project.
- In collaboration with the project’s Partnership Manager, develop and facilitate supportive partnerships with government and non-government stakeholders in the project areas.
- Ensure fluid communication and close working relationships with partner organizations.
- Ensure integration of the different project components with other programs in the target areas.
- Backstop and provide technical support to the technical managers of the program to ensure planned activities are being implemented with the highest quality and on time.
- Assist senior project managers in programmatic monitoring and evaluation, and continual quality improvement, in collaboration with the MEL Advisor.
- Document best practices and prepare communications for different audiences, including the public, the Guatemalan government, donors and national/international conferences.
- Graduate degree in Development Studies, Public Health, or related field required.
- Minimum of 8-10 years of professional experience with 7 years of experience working on public health programs in a developing country context, preferably in Latin America or Guatemala;
- Demonstrated experience with progressively increasing responsibility for designing, managing, and implementing complex health activities, including at least two of the following: Nutrition, Maternal-Neonatal-Child Health, Family Planning/Reproductive Health, Healthy Systems Strengthening and WASH programming in low-income countries (LIC) involving multiple stakeholders and implementing partners;
- Demonstrated hands-on experience in building government, non-government, and community capacity address health issues.
- Experience managing USAID/USG funding and familiarity with federal regulations and procedures;
- Considerable work experience and capacity to collaborate with partners at multiple levels, including Ministry officials, NGOs (local and international), representatives of civil society, private sector, and USAID partners;
- Proven capacity to effectively manage and mentor staff with various levels of skills and experience;
- Familiarity with USAID’s administrative, management and reporting procedures and systems;
- Excellent inter-personal and inter-cultural skills; and
- Fluency in English and Spanish; strong English writing skills for report development required.
