TERMS OF REFERENCE
TECHNICAL ASSISTANCE SUPPORT FOR GENDER INTEGRATION IN STEWARDS GLOBE LIMITED BUSINESS MODEL
1.0 The AECF
The AECF (Africa Enterprise Challenge Fund) is a nonprofit institution supporting early and growth-stage businesses – through the provision of patient capital – to innovate, create jobs, leverage investments and markets in an effort to create resilience and sustainable incomes for rural poor and marginalised communities in Africa.
AECF’s strategy is focused on agribusiness/agriculture and renewable energy sectors with increased support to climate technologies, deepened focus on gender, youth, and employment, aimed at attaining the institution’s vision of ‘A Prosperous and Enterprising Rural Africa’.
Since 2008, AECF has invested in 268 businesses across sub-Sahara Africa focusing on Agribusiness, Renewable Energy and Climate Technologies. As of 2018, we have impacted more than 17 million lives and created over 12,000 jobs and leveraged over US$ 750 million in matching funds from the private sector.
AECF is headquartered in Kenya with offices in Cote d’ Ivoire and Tanzania.
2.0 Purpose of the Assignment
Stewards Globe Limited (SGL) is a seed multiplication company based in Zambia that releases seed varieties of maize and legumes through a smallholder seed out-growers model. The raw seed is cleaned, processed, packaged and sold under the brand name “AFRISEED”. The seeds are sold to farmers through a network of agro-dealers, Government, NGOs and cooperatives. The AECF invested USD 800,000 to scale up an all-inclusive commercial seed business model around non-maize commodities such as common beans, groundnuts, soya beans, sunflower and rice. The funds have also been used in the construction of a seed processing facility in Lusaka and provision of farmers with technical advice. As at December 2019, SGL had reached 94,155 households and created 103 direct jobs.
Stewards Globe Limited is seeking technical assistance to integrate gender in its business and scale the business value it has realised from a gender perspective thus far. On behalf of SGL, the AECF is seeking a consultant /consulting firm based in Zambia with expertise in gender lens investing to provide technical assistance. The objective is to support SGL build capacity in gender integration in business.
2.1 Scope of Work
The scope of the work will entail:
1) Inception meeting to review AECF inputs, discuss timelines and deliverables.
2) Conduct an extensive gender audit of Stewards Globe Limited which looks at both the internal company’s operations and its business delivery structure.
3) Support the development of a costed Gender Action Plan (GAP) with clear milestones for Stewards Globe Limited in close collaboration with the company to support the business in the following:
a. Outlining the business opportunity for the investee to invest with a gender-lens;
b. Defining the barriers faced in conducting their business and how to integrate a gender analysis into investment decisions to support the growth of their business.
4) Provide technical support and training to the company in the implementation of the gender action plans.
5) Capacity building of the company’s staff on gender sensitisation and integration in business.
6) Support the development of gender policy and strategy for the company. Project status meetings to occur as frequently as every two weeks with Stewards Globe Limited to provide technical advice on:
i. Business opportunities for gender-focused approach; and
ii. Integrating gender analysis into on-going and real-time business decisions to support the growth of their business.
2.2 Outputs/deliverables and Reporting Requirements
- Gender Audit
- Capacity building of staff (training and development of a training toolkit)
- Costed Gender Action Plan with clear milestones and timelines
- Development of gender policy and strategy
· An assessment report of the company with accompanying costed gender action plan including key deliverables, milestones and timelines.
· The report documenting the findings (draft and final)
3.0 Duration of Service
The assignment is to be completed within 30 working days. The assignment is expected to start in June 2020.
4.0 Proposal Submission
Qualified consultants (individual or institutional consultants) based in Zambia are invited to submit a proposal that includes the following:
a) Qualification and experience of the individual/institution.
b) Approach and methodology to undertake this assignment.
c) Previous experience in a similar assignment(s).
d) Detailed financial budget (in USD) and work plan.
e) Technical and Financial proposals will need to be submitted as separate documents.
5.0 Qualifications and Competencies
a) Demonstrate at least 3 years of experience in the area of gender with a bias on supporting for-profit entities in capitalising on gender opportunities.
b) Demonstrate the capacity to conduct the assignment within the stipulated timeline, highlighting how long it took to conduct similar engagements.
c) Demonstrate a good understanding of Gender Lens Investing.
The consultant will be accountable to AECF and Stewards Globe Limited.
The AECF is obliged by the Kenyan tax authorities to withhold taxes on service contract fees as well as ensure VAT is charged where applicable. Applicants are advised to ensure that they have a clear understanding of their tax position with regards to provisions of Kenya tax legislation when developing their proposals.
8.0 Evaluation Criteria
An evaluation committee will be formed by the AECF and shall include employees and representatives of Stewards Globe Limited. All members will be bound by the same standards of confidentiality. Bidders should ensure that they fully respond to all criteria to be comprehensively evaluated.
In deciding the final selection of a qualified bidder, the technical quality of the proposal will be given a weighting of 70% based on the evaluation criteria below. Only the financial proposal of those bidders who qualify technically will be opened. The financial proposal will be allocated a weighting of 30% and the proposals will be ranked in terms of total points scored.

The AECF reserves the right to determine the structure of the process, number of short-listed participants, the right to withdraw from the proposal process, the right to change this timetable at any time without notice and reserves the right to withdraw this tender at any time, without prior notice and without liability to compensate and/or reimburse any party.
