USAID AFYA Jumuisha Program: Project sites** Meru, Tharaka Nithi, Embu and Nyandarua.

REPORTING TO CHIEF OF PARTY.

PHYSICAL LOCATION: Embu County: with frequent travel to County operations Offices and project counties.

JOB SUMMARY:

The M&E program Director will provide technical guidance on design, development and implementation of the project AFYA Jumuisha M&E strategy, build capacity in project counties ensure an effective, efficient accurate, verifiable and dependable M&E flamework, that permits quality reporting. S/he will support regular program reviews, participate in M&E system strengthening to meet program demand.

The position will support the development or adoption of appropriate monitoring, evaluation and learning tools for the project, maintain a program monitoring database and ensure that program indicators are consistently tracked to achieve valid and reliable program data that meet donor reporting requirements and organization standards.

The M&E Director, together with the communication program office, will support the documentation of best practices and facilitate the use of such data to foster learning and to promote a culture of sharing program achievements between the program, the counties and other stake holders.

KEY RESPONSIBILITIES:

· The Director will lead in the development and implementation of Evaluation and Performance Monitoring Plans (EPMP), Evaluation and Learning (MEL) plans as well as other Strategic Information Frameworks, including indicators, baseline and target values, data sources, data collection methods and timelines, data management, data quality assessments, data interpretation and use, and results reporting.

· S/He will ensure performance monitoring and data management plans are established in line with CHAK, donor and national requirements and offer technical support to the COP developing the Quarterly, SAPR and APR and contribute to the annual planning process.

· S/He will assume primary responsibility for Program activity monitoring, evaluation and learning, and lead the development of platforms to share lessons learned with the CHMTs, MOH , NASCOP, Donor and other key stakeholders in Kenya counties

· The office will support the development and implementation of performance monitoring and evaluation tools, strengthen the capacity of County Health Management in M&E, data quality, and data improvement systems as needed.

· The occupant will support and facilitate provide on-the-job capacity building, supportive mentoring and coaching for consortium partners, the county staff and the health facility and community HCPs to ensure quality data and information is available for reporting and process improvement .

· The director of M and E will Support the program staff to utilize the available M&E tools and data to analyze program information and use results to improve implementation work with the management team to ensure programmatic missed opportunities are followed through to logical conclusion and provide technical assistance to develop dashboards and train stakeholders, the facility and county teams to interpret and use dashboard visualization/data for decision making.

MINIMUM REQUIREMENTS:

· A Master’s degree in a relevant discipline, such as public health, Epidemiology, statistics, or related discipline.

· Minimum of 7 years of relevant experience in Monitoring and Evaluation of large-scale health and HIV / AIDS and OVC service delivery and systems strengthening programs;

· Must be conversant with the Ministry of M and E platform, DHIS2, Health M&E tools, TB and HIV tools among others.

· Experience with PEPFAR and NASCOP reporting systems and requirements

· Demonstrated research experience and skills, complemented by experience in facilitation, close collaboration with varying types of partners.

· Demonstrated understanding, experience and competency in working with HIV programs among KP communities

SKILLS AND COMPETENCIES:

· Strong coordination, supervisory and management skills**

· Demonstrated ability to manage relationships with counterparts, including donors, Ministry of Health officials and consortium partners.**

· Experience and working knowledge with advanced data analytics and visualization applications.**

· Excellent English verbal and written communication skills.**

· Ability to work with a great deal of independence.**

· Experience working with laboratory strengthening programs.**

Experience working with PEPFAR or USG development programs preferred.
