Deputy Chief of Party Technical

PROJECT BACKGROUND:

The Honduras Local Governance (HLG) Activity works to enhance basic service delivery provision through increased citizen influence and improved governance in western Honduras and urban areas. The Activity ensures that health, education, and other critical services are expanded, deepened, and made sustainable as part of a holistic effort to promote local governance.

The Activity strengthens governance actions at the national, subnational, and local level, where basic services are delivered and where most Honduran citizens interact with their government. In addition, HLG works to contribute to the increase in citizen security and access to health services for vulnerable populations in high crime urban areas. This is achieved through capacity development of local government and service providers to respond to the COVID-19 pandemic, while continuing to strengthen the essential capacity of civil society groups, local governments, and service providers to provide citizens with improved services. In alignment with USAID’s Country Development Cooperation Strategy for 2020-2025 and its goal of “A more prosperous, democratic and secure Honduras where citizens, especially youth, are inspired to stay and invest in their future,” the Activity will also contribute to the reduction of irregular migration and reintegration of migrant returnees, while adopting Positive Youth Development approaches within the HLG context.

ROLE’S PURPOSE:

The Deputy Chief of Party Technical (DCOP-Tech) provides technical and strategic support and expertise to the program, may serve as lead in the absence of the COP, and serves as a significant liaison with USAID/Honduras, other implementing partners, other donors, and any other key stakeholders. The DCOP-Tech will have demonstrated ability to work in complex environments and manage diverse teams to deliver impact.

OBJECTIVES:

• Ensure implementation aligns with USAID priorities and contributes toward the achievement of the Activity’s results framework.
• Contribute to the successful achievement of HLG’s results and sub-results by ensuring the quality, timely and relevant design, and implementations of HLG’s technical activities.
• Supervise and oversee two Technical Directors and the Migration Director, ensuring work plan activities move forward efficiently and effectively, leading to successful achievement of the Activity results/indicators.
• Support relationship between the Technical Directors, Migration Director and the Monitoring Evaluation and Learning team ensuring the link between work plan activities and MEL plan indicators/results.
• Review and manage Technical Team’s drafts of grant and procurement requests, ensuring both best practice and USAID compliance, liaising with the Operations, Monitoring, Evaluation and Learning (MEL) and Communications teams to keep all activities moving forward efficiently.
• Oversee HLG’s annual work planning process (including modifications), drafting the plan (in English) and designing activities in collaboration with the Technical team that are based on country context, best practice, evidence-based learning and are strategic and cost-effective.
• Assist the Chief of Party to resolve any technical challenges.
• Support the drafting and writing of Technical input in all HLG deliverables (in English).
• Support coordination across all elements of HLG as indicated by the Chief of Party.
• Other duties as assigned by the Chief of Party.

REQUIREMENTS:

• S/he must meet the minimum education and relevant work experience requirements for a Senior level personnel, which is: PH.D and 8 years of relevant work experience, JD and 10 years, Master’s and 12 years or a Bachelor’s and 15 years.
• S/he must have at least twelve (12) years of international development work experience (including at least 5 years in the Latin American region) in local democratic governance including civil society participation in local development approaches.
• S/he must have proven field technical experience in designing and implementing integrated program management in the areas of governance, local service delivery, transparency and accountability, and citizen participation and in working directly with host country government (national and subnational) and civil society organizations.
• S/he must have at least eight (8) years of supervisory work experience, including: (1) direct supervision of professional and support staff; (2) quality evaluation of staff performance and deliverables; and (3) project management under contract(s).
• Language requirements: Level IV lnteragency Language Roundtable (ILR) scale. Full professional proficiency in English and Spanish are required
