Skills and Experience:
- Experience in the delivery of CL/RE, NTS, TS, HRS/IED/EOD clearance in Urban and Rural environments, Mech Support Operations
- Minimum 3 years of relevant experience in hardship environment
- Minimum 3 years of recent experience as primary IEDD operator or practitioner (Technical Field Manager, Team Leader or equivalent).
- Minimum EOD level 3+ qualification as described in IMAS 09.30 and IEDD certification (certificates must be provided in English, or translated to English)
- Thorough Knowledge of International Mine Action Standards
- Knowledge of Information Managements System for Mine Action (IMSMA) forms
Roles and Responsibilities:
The Technical Advisor has a number of roles and responsibilities. The key responsibilities and roles are:
- Ensure that internal programme objectives are met in accordance with FSD’s SOPs and tasks are involved.
- Ensure that National Supervisors/Team Leaders compile complete, accurate and reliable data using validated templates and oversee and control reporting on FSDs area of responsibility
- Train, mentor and monitor National staff up to and including EOD and IED Disposal utilising semi-remote means, mechanised clearance operations, high-risk search and EOD identification
- Monitor the efficiency, quality, security and optimum productivity of the assets under FSDs command.
- Function as the Area Technical Advisor and IEDD operator referral point.
- Provide technical advice and support to the Iraqi National Supervisors/Team Leaders working under FSDs command.
- Function as the IEDD referral point for those National Supervisors qualified to conduct RSP’s when any strange or unusual device is encountered or suspected
- Ensure that the teams conduct all operations in accordance with FSD SOP’s and the site documentation
- Assist in accident and post-blast investigations when required
- Contribute to the recruitment and training of the HMA teams and provide refresher training as required
- Supervise and mentor all mine action staff under FSDs command and conduct periodic assessments of the staff
- Monitor adherence to HR policies and humanitarian principles
- Assist the International Operations Manager in identifying training needs and implement a comprehensive training plan for technical and non-technical activities;
- Ensure team members are adequately trained and equipped prior to deployment to the field, conduct refresher training whenever deemed necessary
- Ensure the production of accurate and consistent data through reports raised by the Teams
- Conduct QA and QC checks on all activities in accordance with FSD, UNMAS and local standards.
- Report any non-conformity to both the International and National Operations Manager’s immediately with recommendations for corrective measures
- Seek the continual improvement of FSD’s operations in terms of efficiency and effectiveness, in coordination with the International Operations Manager.
- Support the logistics team and Operations Manager’s in the identification and procurement of required equipment using FSD’s internal templates and respecting logistic and administrative procedures
- Liaise with the relevant authorities at the local level to facilitate the implementation of the work plan in accordance with the local priority lists
- Maintain a good working relationship with the local authorities at a regional level and to keep the Operations Manager’s advised of any potential issues
- Closely coordinate with other departments within FSD Iraq to ensure maximum impact for beneficiary communities;
- Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit;
- Actively mainstream gender in all mine action activities.
Reporting:
The Technical Advisor reports to the Country Director/Programme Manager in Iraq.
