Cluster Chair Shelter NFI Manager Burkina Faso

Burkina Faso is facing a multifaceted and complex crisis due to the increase in activities carried out by armed groups, inter-community tensions, chronic food and nutritional insecurity, and floods. This crisis, which began in 2019, has resulted in a large number of displaced people throughout the territory.

As of January 31, 2022, Burkina Faso has registered 1,741,655 IDPs. The largest number of these displaced people are in the Center North, Sahel and North regions.

NRC has been working in Burkina Faso since 2019. The organization has contributed enormously in the sectors of shelter, water, hygiene and sanitation; food security; education and management of IDP sites. NRC is present in the Center North, the Sahel and the North.

NRC is Co-lead of the Global Shelter Cluster. It is in this capacity that the organization is also Co-lead of the Shelter Cluster in Burkina Faso. The Shelter Cluster was activated in Burkina Faso on December 12, 2019 to respond to the huge humanitarian coordination needs for shelter and NFI. Indeed, shelter needs generally appear as the second most important needs expressed by displaced populations in Burkina Faso. Therefore, all actions implemented on the ground must be coordinated, supervised and guided so that they meet minimum standards and are in line with the priorities of the overall sector and the government of Burkina Faso. The Shelter Cluster has 17 members. At national level, UNHCR is the lead agency, supported by the NRC as co-lead agency.

Role and responsibilities

NRC is actively seeking a Co-Lead Coordinator for their role at the Shelter Cluster level

The main role of NRC is to support the Cluster Lead, UNHCR in the formulation of the Cluster strategy and in monitoring the implementation of the Shelter/NFI Cluster plan. The Chair Cluster at the national level will also ensure the active participation of NRC in the Shelter/NFI Clusters at the level of the areas where NRC is present (Burkina Faso and Niger). He will ensure the quality of participation of NRC colleagues in these coordination mechanisms.

The role of the Shelter/NFI Cluster Co-Lead is to ensure the implementation of the Cluster strategy in consultation with the Cluster Lead.

The recruited person will also take care of these tasks:

  • Participates and supports in the development of the Shelter / NFI Cluster strategy and its operationalization
  • Support in the development of fundraising strategies
  • Including by defining prioritization parameters (integrated approach by area or purely sectoral approach depending on the context) and ensuring that these are shared;
  • Contributes to effective information management by collecting, analyzing, and sharing Shelter NFI needs, implementation activities of cluster members, and their impact, particularly in relation to indicators applicable to the Shelter NFI Cluster
  • Write Cluster reports, particularly in the context of the Humanitarian Response Plan (HAP) and analysis reports on NFI Shelter risks and gaps in the response;
  • Manages meetings and follows up on action points, and coordinates with the working groups of other Clusters;
  • With the Cluster Lead, follow up on the actions to be taken after each sectoral meeting and as part of the coordination with the other Clusters and other relevant forums (eg Regional Inter Cluster);
  • Supports advocacy activities decided by the Shelter Cluster:
  • Contributes to capacity building in terms of Shelter NFI of actors in the sector;
  • Contribute to capacity building of national NGOs and ensure their representativeness within the NFI Shelter Cluster;
  • Contributes to the evaluation and monitoring of the functioning of the NFI Shelter Cluster and identifies gaps as well as lessons learned.
  • Writes the report of his work within the Shelter/NFI Cluster at the Ouagadougou level and that of the other Shelter/NFI Clusters at the regional/area level.

Requirements and skills

  • Minimum of 3 years of experience as a project or program manager in the field of NFI Shelter, Emergency, in a humanitarian / recovery context
  • Experience in facilitating or managing an NFI Shelter Cluster is a plus
  • At least a master’s degree in Civil Engineering, Buildings, Public Works, humanitarian management or other relevant field
  • Theoretical and practical knowledge of the different modalities of assistance to beneficiaries in Shelter and NFI, in particular cash approaches, fairs and in-kind support.
  • Experience working in complex and volatile contexts
  • Expertise in the field of NFI Shelters in an emergency situation
  • Documented results related to job responsibilities
  • Knowledge of own leadership skills/profile
  • Knowledge of French and English, written and oral
