BACKGROUND:

Global Support and Development (GSD) is a humanitarian organization whose mission is to rapidly respond to disasters in collaboration with at-risk communities and support them to prepare for future disasters. We value collaboration and seek opportunities to amplify the work of others in-country, both in preparation for and in response to disasters. By integrating our team’s diverse skill sets and resources into local responses, we are able to provide rapid response assistance to affected communities in coordination with regional and country-level partners. We also work to build local capacity through community-led preparedness initiatives. GSD’s priority Area of Engagement is currently Latin American and Caribbean, with targeted support to the South Pacific (and expected future increase in operations for 2024 and beyond).

PURPOSE OF POSITION:

GSD’s Clinical Lead develops and implements strategic plans and efforts for the Medical Department and the Organization. In collaboration with the Medical Department Director and Medical Operations Manager, the Clinical Lead is also responsible for clinical guidance to the organization, including the Medical Department, the GSD Medical Operations Support Team (MOST), and the Humanitarian Vessel (HV).

ESSENTIAL FUNCTIONS:

  1. Provides clinical governance and advice to the medical team and GSD leadership team; supports a multi-disciplinary approach to build, maintain and improve clinical practices and procedures in GSD including regular clinical competency, training, skills, and protocol review, update, and/or development, as well as policy or concept development as needed;
  2. Enables medical purchasing service which includes the use of physician state(s)/DEA/NPI/CLIA license* to purchase medications and medical equipment;
  3. Collaborates with medical logistics manager to ensure efficient management of pharmacy needs including the maintenance of an authorized stock list;
  4. Participates in risk mitigation efforts to include medical-legal risk awareness, medical planning, and threat assessment process;
  5. Leads the department to deliver on current and future strategic plans and efforts for the medical department and organizational needs which includes developing and reviewing policy, standard operating procedures, and process;
  6. Ensures organizational adherence to GSD PII and PHI policy for medical data collection and reporting to ensure proper monitoring of GSD medical/clinical activities;
  7. Manages GSD Medical Direction concept, implementation, and policies and ensures application across the organization;
  8. Manage online/remote reach back and/or medical control to deployed medical staff;
  9. Liaise with humanitarian partners to assist with capacity strengthening and expansion of GSD’s activities, outputs, and outcomes;
  10. Prompt and action GSD’s core values of accountability, humility, and integrity in all work we conduct;
  11. Promote good stewardship of financial and other resources to achieve maximum benefit to those impacted by disaster or at risk of impact; and
  12. Perform other duties as assigned.

QUALIFICATIONS:

Required Experience:

  • Demonstrated experience in managing and leading cross-functional teams in various settings, including active practice in a Critical Access Hospital or an acute response community;
  • Experience providing medical care during an acute disaster response / humanitarian crisis;
  • Previous work within the sector with humanitarian NGOs, GOs, or IOs; and
  • Evidence of high-level communication skills and ability to liaise and work within various healthcare systems.

Required Education:

  • University medical degree (MD or DO).

Professional Licenses/Certifications:

All applicants must hold:

  • North Carolina licensure in their area of clinical specialty (or willing to obtain NC licensure upon hire) must be valid through the end of 2024;
  • Board certification to practice; and
  • Must have or be actively seeking renewal of the following certifications: ACLS, CPR for Healthcare Providers, Furnishing/DEA License, Nationally Accredited Specialty Certification, PALS, and ATLS.

Preferred Experience:

Ideal candidates will have:

  • Knowledge and experience in Global Health or Disaster Medicine;
  • Board Certified EMS Physician or completion of an EMS Fellowship;
  • Experience as a Medical Director or medical administrative role with a public or private EMS service;
  • Experience working with MoH, other NGOs, or local health authorities in a management role; and/or
  • Experience practicing medicine in the Caribbean, Latin America, or Pacific communities.

Desired Knowledge and Skills:

  • Strong leadership and interpersonal skills;
  • Thorough understanding of balancing operational needs and medical necessities;
  • Strong writing and verbal communication skills;
  • Demonstrated record of patient-centered care, resourcefulness, and appreciation for complex decision-making and deployed ethics;
  • Professional experience working in challenging cultural or situational contexts;
  • Working knowledge of Humanitarian Principles and the ability to apply them in challenging situations;
  • Team-focused while being dedicated to supporting communities in crisis; and
  • Fluency in French and/or Spanish highly desirable.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

  • Routine and ad-hoc domestic and international travel up to 33% is required.
