HUMANITARIAN ADVOCACY ADVISOR

CARE is seeking an Humanitarian Advocacy Advisor in Afghanistan. The Advisor will lead CARE advocacy efforts around the Afghanistan crisis and raise its profile. This position requires a deep understanding of humanitarian issues, along with Afghanistan’s socio-political dynamics.

The Advisor will lead the development of the humanitarian advocacy strategy and be responsible for overseeing its implementation in collaboration with key advocacy colleagues across the CARE confederation. The Advisor will also be responsible for disseminating relevant information to CARE members involved in the advocacy around Afghanistan. in addition, the Advisor will represent CARE in various coordination platforms at the country-level and outside when required.

Responsibilities :

  • Develop and Execute CARE Afghanistan’s Humanitarian Advocacy Strategy.
  • Developing Evidence-based Humanitarian Advocacy Products.
  • Stakeholder Engagement and Representation.
  • Build CARE’s Understanding and Capacity in Humanitarian Advocacy.
  • Co-leading of the Gender in Humanitarian Action (GiHA) Working Group.

Qualifications:

  • Advanced university degree in advocacy, political science, international law or social sciences or related technical field or equivalent combination of education and work experience.
  • Knowledge of INGO policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct.
  • Strong understanding of the international humanitarian architecture.
  • at least 5 years of experience in policy development with a humanitarian aid organization.
  • Strong background in working with INGOs and familiarity with key humanitarian coordination forums/mechanisms.
  • Proven diplomacy and ability to articulate clearly, with impact and respect.
  • Relevant work experience in policy analysis, communications, research, data gathering and/or information management.
  • Excellent written, spoken English, communication skills with internal and external stakeholder.
  • Effective negotiation and representation skills.
  • Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions.
