The Business Development and Reporting Lead is responsible

The Business Development and Reporting Lead is responsible to support the Country Director and Program Director for external stakeholder engagement and donor relationship management with institutional donors and Oxfam at the country level in line with the OiTL’s Country Strategy.

Prepares all necessary groundwork for proposal development and provides technical advice in negotiations with institutional donors over contracts, costs, governance and accountability, and donor conditions. Advises program and finance staff to deliver strong donor compliance and undertakes quality assurance for reports for donors in countries considered to be high risk, to help minimize any negative impact on Oxfam’s income and reputation.

The Business Development and Reporting Lead will be responsible for supporting the Director of Programs and Program Managers with quality program reporting, reflection, and learning.

Salary for Business Development and Reporting Lead

  • Location: This Position is based in Dili
  • Type of Contract: Fixed term, with 2 years contract. This position is 80% full-time, National package, and non-family post. Open for both national and international staff.
  • Salary: The maximum salary package of this position is US$3,367.51 gross per month (including the 10% wage tax deduction, pro-rate of the 13th-month bonus & 10% Social Security contribution from Oxfam). Oxfam reserves the right to offer the salary as per the experience and skills of the applicant.

Skills and Experience required for Business and Reporting Lead.

  • Experience in engagement both internally and externally on proposal development, funding opportunities, and donor strategies.
  • Experience engages on a strategic basis with institutional donors at a country level to facilitate technical programs, influence policy and thinking, and identify key areas of potential cooperation, including opportunity program funding.
  • Experience in collaborating with and leading technical teams to develop program proposals that are funded by institutional donors (Essential).
  • Experience in providing technical advice in negotiations with institutional donors over contracts, costs, governance and accountability, and donor conditions
  • Ability to work both independently and as a member of a team and set own work plan, meet deadlines, and balance competing priorities.
  • Significant relevant experience working with INGOs/NGOs in developing countries or equivalent experience within Timor-Leste.
  • Demonstrated experience in business development, proposal writing, and securing grants
  • Proven coaching, mentoring, and facilitation skills and analysis of donor budgets and financial reports.
  • Experience in developing and maintaining relationships with institutional donors
  • Demonstrable experience in donor program reporting.
  • High-quality written and spoken English language skills. Tetum skills are highly desirable.
  • Ability to adapt and work within a multicultural, multilingual, and multidisciplinary environment (Essential)
  • Commitment to and ability to integrate approaches that promote gender quality and social inclusion in program designs and proposals
