Senior Livelihood Projects Manager (Nationals only)

FCA is looking for a competitive senior position holder with extensive experience in managing complex projects in livelihoods; employment, self-employment, OJT, internship, etc. in the Agriculture and Circular Economy sectors with specific focus on technology and innovation. Experience in dealing with institutional donors in Jordan is a critical point for portfolio evaluation.

Primary purpose of the position: is to assume leadership and responsibility for the livelihood projects, ensuring alignment with logical frameworks and the achievement of desired outcomes. The position holder is responsible for effectively leading and managing the projects, overseeing progress, conducting risk analysis, and updating mitigation measures as necessary. The Senior Livelihood Project Manager also coordinates with stakeholders, engages in donor communication, promotes gender equality and social inclusion, and ensures proper documentation, reporting, and dissemination of project information. Additionally, the position holder provides guidance and training to the project team, foster innovation and technology integration, and contribute to program quality and learning.

Main tasks

Leadership, Planning and Management:

  • Assume the leadership role of the livelihood projects within FCA Jordan, ensuring effective alignment with logical frameworks to achieve the desired outcomes.
  • Develop comprehensive action plans with clear goals, actions and timelines.
  • Oversee and monitor project progress, making necessary corrective actions to ensure activities remain on track.

Engagement and Coordination with Donor, stakeholders and Partners

  • Engage in regular communication and coordination with the donors, promptly respond to their requests, and provide necessary updates on project progress. The Senior Livelihood Project Manager ensures that the donor’s expectations and demands are addressed promptly and appropriately
  • Manage relations with stakeholders and implementing partners, governmental entities, and local councils.
  • Provide technical support and mentorship to implementing partners to strengthen their organizational and technical capabilities and ensure that compliance and accountability polices and standards of FCA are being met.

Budget and Management:

  • Prepare and manage project budgets, ensuring proper allocation and utilization of funds.
  • Monitor project expenditures and ensure compliance with financial standing orders and policies.
  • In cooperation with the finance department prepare projects’ budgets forecasts, revisions and modification requests.

Documentation and Dissemination:

  • Document project activities, best practices, and lessons learned.
  • Develop a dissemination plan to share project results and outcomes with counterparts and stakeholders
  • Contribute to knowledge sharing and the promotion of best practices in the agricultural sector.
  • Establish and maintain an organized filing system of project documentation.
  • Promote advocacy agendas and strengthen networking opportunities
  • Oversee project administration, including file management and documentation.

Compliance, procurement and administration:

  • Coordinate the procurement of equipment, tools, and other project-related resources of the project as per the project document and planned activities.
  • Ensure compliance with FCA’s procurement and HR policies throughout project implementation.

Team Leadership and Management:

  • Supervise and provide guidance to project staff and consultants on project activities, different action plans, milestones and assignments.
  • Foster a positive work environment and promote teamwork.
  • Ensure that project personnel receive appropriate orientation and support.

Risk Management:

  • Conduct frequent risk analysis to identify potential risks and uncertainties associated with the project.
  • Develop risk mitigation measures and strategies to minimize the impact of identified risks.
  • Communicate and report on risk management activities to FCA management.

Representation of FCA and Coordination of activities

  • Attend and represent FCA in coordination working groups and clusters.
  • Attend ad hoc meetings with other organizations, potential partners as needed.
  • Constantly interact and cooperate with Finance, Logistics, Human Resources, Communication, Funding and Security staff within FCA for issues connected to the implementation of the activities under his /her supervision.

Training and project advising

  • Provide guidance, support and supervision to all project staff.
  • Ensure accountability and high quality standards of FCA interventions.
  • Assess the knowledge gaps and training needs and develop a training plan for the project team and volunteers to ensure quality project implementation.

Special tasks

  • Assist in annual planning, annual reporting and in drafting concept notes and proposals.
  • Enforce the security procedures of FCA in the field.
  • Carry out additional tasks connected with the tasks above.

Competence, experience, skills, knowledge needed

  • Minimum of 5 years of professional experience in managing complex livelihood projects focused on youth employment, entrepreneurship, and integrating technology and innovation.
  • Proven experience in managing projects; specifically funds provided by the Dutch government is a significant advantage.
  • Demonstrated experience in representing organizations before institutional donors.
  • Proven ability to effectively engage and collaborate with local authorities.
  • Strong communication and reporting skills, with the ability to articulate project progress and outcomes to stakeholders and donors.
  • Excellent organizational skills, including the ability to prioritize tasks, manage deadlines, and handle multiple responsibilities efficiently.
  • Strong interpersonal and intercultural skills to foster productive relationships with diverse stakeholders and team members.
  • Thorough knowledge of financial planning, budget reviews, and reporting processes to ensure effective financial management of the projects.
  • Excellent command of the English language, both written and verbal.
  • Ability to work under high-pressure situations and deliver results within challenging timelines.
  • Demonstrated ability to exhibit resourcefulness, attention to detail, and effective time management.
  • Solid networking skills to establish and maintain beneficial relationships with relevant partners and stakeholders.
