ActionAid’s Humanitarian Approach

Emergencies are a strategic priority for ActionAid. We believe that crisis and disaster-affected people have the right to assistance. Our emergency responses are guided by our Human Rights Based Approach (HRBA) and Humanitarian Signature – our federation-wide, non-negotiable approach to humanitarian preparedness, response, and recovery which all humanitarian interventions must adhere to, and which is built around the pillars of:

  • Aiming for all programmes to be women- and young-people led, supporting women, young people, their organisations and networks to have more influence at the national, regional and global level.
  • Shifting the power from North to South, international to local, from a male-dominated system to one where women, young people, their organisations, and networks play a central role.
  • Working with communities and local organisations to hold agencies (e.g. national governments, donors and INGOs) accountable.
  • Supporting community resilience to prepare for, mitigate, respond, recover, and build back better from crises. Interventions with a long-term perspective.

ActionAid’s response to Ukraine Crisis

Given the acute situation in Ukraine and its global impact, ActionAid has decided to immediately respond to the humanitarian crisis.

Building on ActionAid’s existing partnerships and alliances in countries bordering Ukraine, we are supporting a local partner-led humanitarian response focusing initially on internally displaced people, strengthening women’s and young people’s leadership, and providing immediate humanitarian relief, psychosocial counselling support and prevention of gender-based violence. ActionAid Spain (Alianza) is the lead for this response, supported by the ActionAid International Humanitarian and Resilience Team (IHART) in line with ActionAid’s internal emergency classification policy.

Target groups will include refugee women and girls affected by/at risk of Sexual and Gender-Based Violence (SGBV), trafficking and sexual exploitation; refugee children and youth (girls and boys), elderly women and men, women and girls, and men and boys with disabilities.

What we are looking for

A decisive person with knowledge of the civil society of Ukraine, who can demonstrate willingness to learn and constantly develop professional skills. Ideally you have a background as a first aid instructor, paramedic or have experience with safety and security trainings.

You should have great interpersonal and coordination skills and speak both Ukrainian and English. You do not need to have experience working with safety and security but should be willing to learn.

Furthermore, we are looking for someone who has excellent contextual knowledge and who are willing to engage with our team to support our staff and partners.

Our team

You will be part of ActionAid’s regional response, specifically supporting the Ukraine team, based in Kyiv, but will also be supporting our partners offices across the country. You will be expected to travel frequently to places such as Kharkiv, Dnipro, Sumy, Mykolaiv etc. You will become part of a small but dynamic team with Ukrainian and international colleagues.

Job purpose

You will be leading on coordinating and conduction safety and security trainings with our partners, both international and national NGOs and CSOs. You will be working closely with the Humanitarian Manager and the Roving Security Advisor but will be expected to be able to work independently. Additionally, you will become part of the network of Security Focal Points from each of our offices globally.

Key responsibilities

Coordination and training

  • Coordinate relevant safety and security trainings for partners in collaboration with other stakeholders,
    • Organize trainings in coordination with the operations team
    • Assist in designing and developing the training curriculum tailored to the context and specific needs of the target group and area
    • Conduct evaluation and collect feedback from participants, to adjust and improve the curriculum and training sessions
  • Be the focal point for partners for any safety and security training and refer them to appropriate support,
  • Conduct training needs assessment and evaluation with partners,
  • Facilitate safety and security trainings for partners,
  • Develop initiatives to build safety and security preparedness capacities of identified partner agencies.

Related Responsibilities

  • Support the day-to-day implementation of safety and security procedures in place.
  • Conduct follow-up on incidents or situations when required/requested.
  • Keep relevant procedures and protocols updated.
  • Ensure all staff and visitors receive appropriate security briefings prior and on arrival that include reference to all relevant security materials and documents, plus focus on specific measures required of staff and visitors.
  • Coordinate with the operations team and senior management to ensure that appropriate systems of administration, communication and transport are in place to facilitate the Security Management Plan.
  • Upon request assist in conducting risk assessment and analysis.

Situational awareness

  • Gain and maintain an awareness of the political, economic and other drivers of insecurity in the areas within which ActionAid and partners works;
  • Maintain awareness of contextual developments including monitoring real time developments.
  • Maintain a staff list and be prepared to rapidly account for staff and visitors in an emergency;
  • Strengthen safety and security awareness among staff, by ensuring they are initially inducted and follow-up by providing appropriate learning and development opportunities as needed

Skills and Competence:

  • Demonstrated willingness to learn and constantly develop professional skills.
  • Humility in the face of challenging contexts.
  • Excellent analytical, reporting and presentation skills.
  • High level of verbal and written communication skills, with an emphasis on a clear and direct, easy to read written style.
  • Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Sensitivity to cultural differences and the ability to work in a wide variety of colleagues of various backgrounds.
  • Ability and willingness to travel to partner field offices at short notice and in sometimes-difficult circumstances.
  • Committed to Humanitarian principles and ActionAid principles
  • Knowledge of English and Ukrainian in speaking and writing is a must.
  • A positive and outgoing attitude.

Desirable

  • Background in first aid or paramedic.
  • Experience conducting trainings.
  • Experience working for an NGO.
  • Experience from the Ukrainian civil society.
  • Identifies as a feminist.
