Opportunity

R4D seeks qualified candidates for the position of Senior Health Financing Lead for an anticipated five-year USAID-funded Local Health Systems Solutions Activity in Liberia.

R4D will lead the third outcome area (increased financial risk protection for equitable access to improved quality of health services).

The Senior Health Financing lead will lead project technical activities that strengthen health financing systems in Liberia, resulting in reduced out of pocket spending on health care and improved health financing through enactment of LHEF legislation and improved implementation and management of Liberia’s PBF approach. They will have expertise in one or more aspects of health financing, including health insurance, domestic resource mobilization, performance-based financing, and testing and evaluating approaches for implementing LHEF. They will act as strategic advisors to the Ministry of Health in all reforms and policy considerations related to health financing in Liberia, lead and provide technical quality assurance for relevant products and deliverables; contribute to thought leadership for the project; and provide coaching and mentoring to local counterparts to institutionalize health financing capacity improvements.

The position(s) are contingent upon award and will be based in Monrovia, Liberia.

Core Responsibilities

  • Oversee project technical workstreams and activities in relevant areas, such as health financing policy and performance-based financing program development and research, advocacy, and technical assistance.
  • Facilitate health financing policy dialogue with government stakeholders, including advocacy and dissemination of LHEF legislation information.
  • Design and implement methods to test and evaluate operationalization of the LHEF to inform national decision-making.
  • Identify and respond to project needs for technical expertise on health financing topics; advice on technical questions and/or solicit and coordinate advising from technical staff and external consultants.
  • Describe technical elements of project work clearly and compellingly to external audiences.
  • Supervise mid-level technical staff to achieve project milestones within the anticipated project timeline.
  • Ensure high quality of all major deliverables and work products. Oversee preparation of draft progress summaries, policy briefs, and technical reports as requested.
  • Work in a facilitative manner with national counterparts from government, civil society, and other stakeholders, to support local leadership, decision-making, and capacity strengthening.

Qualifications

  • Post-secondary degree in relevant field (health economics, public health, public/social policy, business or similar)
  • 10+ years relevant work experience in health financing, health insurance, or health system strengthening in Liberia or similar context.
  • Familiarity with health financing principles and best practices
  • Deep understanding and knowledge of health care financing strategies, challenges, and opportunities in the Liberian context.
  • Experience working in/with public or private sector health financing organizations desirable.
  • Strong facilitation, problem solving, and stakeholder engagement skills
  • Eagerness to support and mentor junior staff and peers
  • Ability to produce new evidence and translate evidence into policies
  • Structured thinker with excellent analytic skills
  • Strong writer and oral communicator who can lead the production of highly professional work products
  • Fluency in oral and written English
  • Strong commitment to promoting equity in workplace, including good understanding, attention to and solution-oriented approach to gender, racial, LGBTQ, religious, cultural and other inequities that may arise.
