About the Position:

In anticipation of USAID/West Africa’s Strengthening Regional Peace and Stability Program (WA SRPS), Dexis is looking for Program Manager candidates. Based on current programs, the forthcoming programs may mirror those which” support regional and national capacity and commitment to open, accountable, and democratic governance through: (1) strengthening participatory, representative, and inclusive political processes and government institutions; (2) promoting greater accountability of institutional leaders to citizens and to the law; and (3) supporting partner countries’ pathways toward stability and peace. USAID also addresses the risks of instability from violent conflict, and prioritizes targeted conflict and violence prevention, peace building, and preventing and countering violent extremism (P/CVE) interventions across the region.”

Dexis is seeking a Program Manager (PM) responsible for independently managing day to day work activities necessary to provide program management assistance to the anticipated WA SRPS program. The role involves high quality project management, including financial management and contract compliance; provision of technical assistance to select projects; and support for new business opportunities. The Program Manager will work collaboratively with partners, colleagues and client teams. The Program Manager will work collaboratively with the Dexis field-based Chief of Party (COP). The Program Manager is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites; and to work respectfully with Dexis colleagues. The PM provides oversight and coordination of project activities and deliverables, liaises with internal and external stakeholders, and is expected to work independently, under general direction to meet deadlines, and achieve project and division goals that are complex in nature. The Program Manager may directly manage staff.

Key Duties and Responsibilities

Project Management

  • Oversee contractual, financial, and administrative issues across the contract, including oversight of budget, invoice review, monthly program reviews, and contract modification review. Appropriately elevates concerns to the appropriate channels.
  • Coordinate closely with project field staff, project management units, and support unit teams, (including Contracts, Finance, Payroll, IT, Human Resources, and Recruitment) to ensure project activities are supported and objectives are being met.
  • Support recruitment, hiring, and monitoring of project staff, ensuring personnel meet technical requirements for contract position, and that staff maintain proper direction in fulfilling job functions according to contract scope.
  • Ensure electronic files are in compliance with Dexis protocols and policies.
  • Support contract startup and/or closeout procedures and ensure requirements are met.
  • Review and provide comments on reports, work plans, work orders, budgets, and other documents to ensure accuracy, quality, and compliance with contract requirements, Dexis standards and all USAID rules and regulations.
  • Support field-based activities, including grants, procurements, inventory tracking, supporting the hiring and oversight of consultants, and managing subcontracts as applicable, including leading any contracts or procurements initiated from the home office.
  • Supports technical and programmatic closeout activities. In addition to programmatic closeout, assists in managing successful operational, financial, and contractual closeout for ESP including identification and mitigation of risks. Elevates contractual or client concerns as appropriate.
  • Other duties as assigned.

Supervisory:

  • Manage assigned project (could include COP) and PMU staff, including evaluating staff through performance review processes, and managing any staff issues along with HR.
  • Provide mentorship, leadership, and training to new employees as needed or assigned including providing professional development support to Dexis colleagues and consultants as necessary.
  • Train and mentor manager and associate-level staff on the company’s management tools and systems and ensure the PMU and field team are effectively trained and supported to operate with excellence.
  • Ensure staff receive regular constructive performance feedback, prompt resolution of problems, and time and opportunity to grow and develop in key competency areas.
  • Support onboarding and offboarding of expatriate/TCN project and PMU staff, including new hire orientation and exit protocols in conjunction with HR.

New Business Development (15%)

  • Play an active role in business development efforts including bid management, desk research, proposal recruitment, CV formatting, proposal development and review, and other tasks.
  • Assist with drafting technical response, management plan, budgets and cost notes working closely with cost and pricing manager.
  • Participate in proposal strategy sessions, including proposal positioning, key win themes, key strategies and approaches, key competitors, key clients, and key personnel.

Other Duties (5%)

  • Engage in departmental meetings, corporate trainings, working groups, and other required or optional opportunities for learning and development.
  • Travel to the field office(s) to provide support as required.

Required Qualifications:

  • Degree in related field, with a minimum of six years of relevant experience, including at least one year of supervisory experience.
  • At least one year of overseas field experience in a developing country, West Africa preferred.
  • Demonstrated experience with financial management of budgets, procurements, and contractual matters.
  • Demonstrated ability to manage complex, time sensitive, high-quality activities and work collaboratively across teams and levels.
  • Experience managing USAID contracts and programming, including project management, administration, reporting, monitoring, procurement, and financial management.
  • Fluency in US Government contracting, specifically with USAID required, including experience managing the rules and regulations contained within the FAR, AIDAR, and ADS.
  • Experience supporting USAID-funded programs with large GUC components highly preferred.
  • Experience overseeing programmatic, operational, and contractual closeout activities for USAID-funded programs highly preferred.
  • Strong communication skills, including clear, effective writing skills.
  • Proficient in Microsoft platform, including Excel, Word, and PowerPoint.
  • Experience managing client relationships, consultants, and staff.
  • Experience in West Africa highly desired.
  • Experience in inclusive political processes and building accountability of institutional leaders, and/or peacebuilding and P/CVE highly preferred.
  • Fluency in English required, French proficiency highly preferred.
