Position Summary

The Gender Program Analyst will primarily support the USAID Global Health Bureau, Office of HIV/AIDS, Priority Populations, Integration and Rights (PPIR) Division as a Credence Institutional Support Contractor (ISC).

The U.S. Agency for International Development (USAID) continues to be at the forefront of the U.S. Government (USG) response in the fight against HIV. USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this initiative. In the Bureau for Global Health (GH), the Office of HIV and AIDS (GH/OHA) has primary responsibility for the Agency’s HIV program, and provides strategic direction, technical leadership and support to field programs in HIV. The Office provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring and evaluating programs. This entails ensuring the technical integrity of Agency and Mission strategies; providing global technical leadership on the full range of issues related to HIV prevention, care and treatment, and monitoring and reporting on the impact of the Agency’s HIV program.

In support of these efforts and PEPFAR’s goal to end the HIV epidemic, the Gender Program Analyst will support USAID’s development and implementation of gender-related interventions for HIV prevention, care, and treatment. They will provide support on technical guidance on programming related to gender and gender-based violence, particularly in relation to the HIV clinical cascade. The Program Analyst will coordinate with other USG agencies and donors on related policy development and provide technical assistance to partner governments, PEPFAR country teams and USG implementing partners in the design, implementation and evaluation of technically-sound, cost-effective, and practical approaches to gender-related issues, specifically, and the continuum of HIV prevention, care and treatment broadly.

The Gender Program Analyst (PA)will provide analytical and technical assistance to USAID programs related to gender and gender-based violence. The Gender Program Analyst works closely with subject matter experts, evaluations advisors, project managers and other USAID partners to develop and synthesize data and knowledge that can be used to make sound programmatic and policy decisions. The PA’s also interact with technical and management staff, managing day-to-day and long range projects, including routine administrative duties, and support more complex analytical tasks such as collecting, compiling, and analyzing data to identify problem areas and make recommendations for solution/improvement in order to meet established USAID’s PPIR goals and objectives.. The PA will assist USAID mission staff in developing their capacity to plan and manage activities and will assist international and local partners at the country level to strengthen the implementation of gender-related activities. The PA will also have a key coordination role with USAID Missions implementing key Branch, Division, and Office priorities.

The PA coordinates tasks in order of importance and impending deadlines and handles several tasks simultaneously. Close collaboration with the members of the GSD Branch and understanding the portfolio of projects in the Branch and across OHA will be a key aspect of this position. The individual must develop a working knowledge of USAID and PEPFAR policies and guidelines, as well as corporate practices and procedures. The individual is expected to become familiar with Office/Division/Branch technical issues and policies related to gender within PEPFAR.

The Gender Program Analyst will work closely with and receive day to day guidance from the Gender and Sexual Diversity (GSD) Branch Chief, who will serve as their USAID Point of Contact. Responsibilities

  • Promote functional knowledge of USAID and PEPFAR policies and guidelines related to gender equality and gender-based violence across USAID staff and implementing partners;
  • Contribute to the working knowledge of technical and programmatic aspects of gender equality and gender-based violence in the context of HIV programs and services;
  • Research, review, document, and/or analyze best practices in the implementation of gender equality and gender-based violence programs and assist in the dissemination of those practices to colleagues in the field and other USG agencies;
  • Contribute to strategic planning efforts in the GSD Branch, including providing input to planning, coordinating, and implementing USAID/PEPFAR programs, including Country/Regional Operational Plans;
  • Support the provision of technical assistance to technical staff in USAID/Washington and USAID Missions in assessing, planning, organizing, implementing, and evaluating services and systems related to clinical and community programs;
  • Support the drafting of technical documents such as briefs, talking points, briefing/summary presentations, etc. Prepare and deliver presentations on content as required;
  • Stay updated and aware of current systems and standards, development activities, guidelines, and policies in the HIV continuum of care as they relate to gender equality and GBV issues;
  • Provide support in compiling, synthesizing, and analyzing technical and programmatic data related to gender-related activities at the headquarter and field levels;
  • Organizes calls and webinars with field Missions, prepares agenda and minutes, contribute technical content, and follows up on action items;
  • Collect and make arrangements for distribution of material to the USAID missions, USAID/W offices, host country institutions, and cooperating agencies;
  • Provide programmatic assistance as requested or assigned;
  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development;
  • Complete and execute an Individual Learning and Training Plan and Annual Work Plan**;** and
  • Other duties as assigned.

Qualifications

  • Master’s degree and 4 years, Bachelor’s and 6 years, Associate’s and 8 years, or High School and 10 years of professional experience;
  • Knowledge of and experience with HIV and gender programs;
  • Experience in supporting the design, management, monitoring, and*/*or evaluating HIV and AIDS programs in developing country contexts;
  • Demonstrated innovative thinking and problem-solving skills;
  • Strong interpersonal, facilitation and team building skills, and ability to work across agencies and cross-culturally with diverse teams;
  • Ability to work independently with minimal supervision;
  • Excellent analytical, written, and oral communication skills;
  • Proficiency in the use of Google and Microsoft Office;
  • Ability to work in a fast-paced environment in an active office;
  • Country-specific experience with programs receiving PEPFAR funding (preferred)
  • Experience with Tableau (preferred)
  • Willingness and ability to travel internationally (25-35% time);
  • US Citizenship or US permanent residency with the ability to obtain and maintain a facility access clearance required.

Full salary range for this position is $76,700 to $120,900 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.
