Consultant to Provide Training and Report on Decentralization in Ukraine

Scope of work

The consultant will conduct a comprehensive analysis of Ukraine’s policy and governance landscape related to children’s rights, ensuring that Save the Children’s advocacy and programmatic efforts align with national priorities and humanitarian recovery strategies. This work will equip Save the Children with an updated understanding of key policies, strategies, and government-led initiatives, enabling more effective engagement with stakeholders at both national and subnational levels.

The consultant will work closely with Save the Children’s Advocacy, Campaigns, Communications, and Media (ACCM) team to deliver the following key services:

1. Policy and Strategy Analysis Report

  • Conduct an in-depth analysis of key political and governmental policies, strategies, instruments, and services at both national and subnational levels that are directly related to children’s rights.
  • Identify gaps, challenges, and opportunities within these policies in relation to Save the Children’s expertise in children’s rights, child participation, child protection, and education.
  • Provide actionable recommendations to strengthen Save the Children’s advocacy and programmatic efforts in Ukraine.
  • Deliver a comprehensive report in an agreed format, ensuring clarity, accuracy, and relevance for advocacy and strategic planning.

2. Workshop on Key Findings and Strategic Insights

  • Design and facilitate an 8-hour interactive workshop for key stakeholders, ensuring a clear understanding of the findings from the analysis report and implications for advocacy and programming.
  • Develop and provide PowerPoint slides and other supporting materials to aid participant engagement and knowledge retention.
  • Document key insights and discussions in a brief post-workshop report, outlining key takeaways and next steps for stakeholders.

3. Scenario Analysis Session

  • Facilitate a 2–3-hour in-person session to analyze current social, economic, and political trends in Ukraine and their impact on children’s rights at national and subnational levels.
  • Align discussions with Save the Children’s Country Strategic Plan (CSP) and provide guidance on how stakeholders can assess risks, identify strategic opportunities, and refine advocacy approaches at both national and local levels, adapting their strategies.
  • Prepare PowerPoint slides and relevant supporting documents to facilitate discussions and scenario planning.

The consultant is expected to coordinate closely with Save the Children’s ACCM team to ensure the deliverables are aligned with organizational priorities and advocacy objectives. All draft and final deliverables will be submitted in agreed-upon formats and timelines, as established in the contract and inception meeting.

Key Services

The consultant will work closely with the ACCM staff to ensure completion of agreed deliverables. All deliverables will be submitted on dates and formats mutually agreed upon in the contract and inception meeting. All draft and final documents will be submitted as soft copies. The following are the key services requested:

  1. A report identifying and analyzing key political and governmental policies, strategies, instruments, and services at the national and subnational levels directly related to children’s rights and Save the Children’s expertise.
  2. An 8-hour workshop, designed and implemented, including a brief report with PowerPoint slides and supporting documents.
  3. Facilitation of a 2 – 3 -hour in-person scenario analysis session based on Save the Children’s CSP. This session will examine current social, economic, and political trends in Ukraine and their potential impact on children’s rights at national and subnational levels, including PowerPoint slides and supporting documents as needed.

Qualifications and experience

The Consultant should possess the following qualifications:

  • Advanced degree in Political Science, Public Administration, Law, or a related field.
  • Extensive knowledge of Ukraine’s decentralization reforms, governance structures, and political landscape.
  • Proven experience in conducting political analysis and scenario planning.
  • Strong ability to design and deliver interactive and engaging training sessions for diverse audiences.
  • Capacity to assess political trends and their implications on governance and decision-making.
  • At least five years of experience in public sector governance, political consulting, or academic research related to decentralization and governance.
  • Excellent communication and presentation skills in Ukrainian (knowledge of English is a strong asset).
  • Ability to convey complex topics in clear and effective way.
