The Role
The Payroll Officer is responsible for the timely and accurate processing of wages and salaries for the program staff, incorporating a variety of deductions and allowances into a periodic payroll system. The focus of the role is to correctly program payroll data, variations and changes in the payroll system in a timely and accurate manner. The position will be responsible for providing high level reporting, auditing and human resources analysis as well as ensuring all recruitment and payroll deadlines and legislative requirements are met.
The position reports to the Snr HR & Recruitment Manager.
Roles and Responsibilities
- Calculate and process fortnightly end-to-end payroll for all National employees for all Campus locations including the submission of legislative payment contribution to Employers portal for timely allocation and including PAYE taxes and superannuation contribution.
- Calculate and process termination pay including severance and long service leave payout as and when required.
- Calculate, reconcile and make payment of all relevant statutory obligations, including superannuation payments for End of Month reporting.
- Prepare employment cost (payroll journal) each month for Finance and Accounting entries.
- Generate various HR, Payroll and Finance reports, including group tax certificates, as required.
- Calculate leave provisioning for End of Financial Year reporting and semi-annually on employment cost and salary accruals such as Annual Leave, Severance payment provisioning and Long Service Leave provisioning using the discounting approach.
- Assist in the payment and reconciliation of ad-hoc payments, such as salary clearing account, salary expenses, housing allowance, higher duty allowance, living away from home allowance, mobilisation allowance and Medical Insurance deduction.
- Audit payroll and HR reports to ensure it meets compliance with all legislative and banking requirements and ensure continuous process improvements Including coordinating payroll audits with external auditors and Finance team.
- Guide and support senior leaders and managers in the interpretation and application of employment legislation, awards, remuneration frameworks, payroll and HR policies, processes and systems
Selection Criteria
Essential Experience and Knowledge
1. Degree level qualification in a related field and 3-5 years’ experience in a related field or a comparable mix of relevant qualifications and work experience.
2. Proven experience in a similar role within a human resources/finance function, preferably using the PayGlobal HRIS and Payroll Software system.
3. Proven experience and knowledge of labour laws relating to payroll, preferably in relation to the Program Countries, and the proven ability to interpret contracts and local employment laws.
4. Proven ability to work independently, as a team, often under pressure and within a complex work environment; establish priorities and organise workload in order to meet objectives and tight deadlines; be flexible; maintain confidentiality; and to exercise sound judgement in the development, implementation and application of the program policies and procedures.
5. Advanced skill level in the use of Microsoft Word, Outlook, Excel, and payroll software systems.
6. Excellent high-level English communication, negotiation and influencing skills, and strong stakeholder management skills.
7. High level of attention to detail and demonstrated ability to work independently, manage competing strategic and operational priorities and deliver agreed outcomes as part of a small and dedicated team.
Mandatory requirements:
1. Experience working on an aid-funded project, preferably Australian Government.
2. Experience working in the Pacific context.
