Dünya Doktorları Derneği (DDD) is a humanitarian, impartial and independent non-governmental organisation based in Turkey, facilitating access to health care to populations affected by armed conflicts, internal violence, natural disasters, disease, famine, poverty or exclusion. It seeks to stimulate and enlist voluntary commitment from medical and health care providers, and those with expertise in other fields.

Dünya Doktorları Derneği (DDD) in Turkey, in collaboration with different partners, is running projects aiming at facilitating access and orienting beneficiaries to primary and secondary level of health care services, providing Mental Health & Psychosocial Support and Physiotherapy & Rehabilitation services to the refugees and migrants in Turkey.

Hierarchical & Functional Links

The Finance Officer – Budget & Financial Control is a full time position based in Istanbul Head Office / Field Operations Finance, under the line management of the Finance Manager / Temporary Finance Coordinator during the current transition, with a target reporting line to the Finance Controller.

Contract Duration

  • Definite employment contract – 6 moths with possible extension.
  • Finance Officer capacities in DDD’s Head Office target structure.
  • Full-time position, based at the Istanbul Coordination Office.
  • Subject to a 2-month probationary period, in line with Turkish Labor Law.

Essential & Desirable Criteria

Essential

  • University degree in Economics, Finance, Business Administration or a related field.
  • Minimum 3-4 years of relevant professional experience in budget monitoring, financial control or financial reporting, preferably within a humanitarian or non-profit organization.
  • Demonstrated experience with Budget Follow-Up (BFU), forecasting and variance analysis.
  • Experience preparing or reviewing donor financial reports and ensuring compliance with donor rules and internal procedures.
  • Advanced Excel skills and strong financial-systems literacy.
  • Fluent English, both written and spoken.
  • Turkish ID holder and legally able to work in Turkey.
  • Strong analytical and numerical skills, with the ability to work accurately under deadlines.

Desirable

  • Working knowledge of Turkish, particularly relevant for coordination with Head Office and national colleagues.
  • Prior experience with SAGA or a comparable accounting/financial management software.
  • Experience working within an INGO Head Office or coordination structure, with exposure to institutional donors such as BHA/USAID, ECHO or similar.
  • Familiarity with multi-country or cross-border programme finance, ideally including Syria or similar contexts.
  • Previous involvement in audit preparation or financial compliance reviews.
  • Knowledge of Turkish statutory financial and payroll requirements (SGK, tax).

Responsibilities

Budget Monitoring & Control

  • Support and review project Budget Follow-Up (BFU), forecasts, budget consumption and variance analysis; identify material deviations and follow up corrective actions.
  • Review the consistency of financial data across accounting records, BFUs, forecasts and donor financial reports.
  • Support project and proposal budgeting, including cost structures, shared-cost allocation, funding gaps and financial coherence with operational assumptions.
  • Maintain appropriate financial-control tools, reporting calendars and documentation to support consistent oversight across operations.

Financial Reporting & Compliance

  • Support preparation and review of donor financial reports, ensuring alignment with approved budgets, contractual rules, eligibility requirements and internal records.
  • Review Country Finance submissions and progressively consolidate operational financial information for Head Office analysis.
  • Support financial compliance checks, audit preparation and follow-up of financial findings and corrective actions.
  • Provide financial analysis and guidance to operational budget holders and Field Operations colleagues, while maintaining clear ownership of day-to-day financial management at Country level.
  • Progressively act as the Head Office financial-control interface with Country Finance as country capacities develop.

Consolidation & Analysis

  • Participate in the production of on-demand situation report (SITREP) by providing relevant data related to your position.
  • Provide a Mission report and/or Handover document at the end of the assignment.
  • Support in the preparation of audits (preparation of books, documentation, etc.).

Other Tasks Related to the Position

  • Only candidates that are Turkish ID holders and legally able to work in Turkey will be considered.
  • Perform other clerical/administrative duties as assigned.
  • Any other related DDD tasks as assigned by supervisor/line manager. Provide a mission report and/or handover document at the end of contract.
