The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility integrates cross-cutting themes across sectoral programs, including gender equality, disability and social inclusion, climate change, emergency preparedness and response, and civil society engagement. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries, including those who are often marginalised.

Australia supports Fiji’s Ministry of Rural and Maritime Development and Disaster Management (MRMDDM), particularly the National Disaster Management Office (NDMO), to prepare for and respond to emergencies, such as cyclones and the COVID-19 pandemic. The Facility manages the Australian Government’s Preparedness and Response Fund (PRF) which supports locally-led emergency preparedness and response in Fiji. In times of major disasters, the Facility also manages supplementary humanitarian funding on behalf of the Australian Government. From 2022, the Australian Government is expanding this support into an Emergency Preparedness and Response (EPR) program to strengthen its support to the Government of Fiji for locally-led preparedness and response activities.

The Position

The Team Leader (TL) is responsible for leading and managing the design and delivery of the Facility’s EPR Program to achieve high quality and sustainable results to support the Government of Fiji’s strategic priorities and DFAT’s bi-lateral relationship with the Government of Fiji (GoF). The TL will ensure the program complements other Australian Government investments and promotes effective coordination with partner Ministries, other donors, the private sector and CSO partners.

This role requires the TL to develop and maintain highly effective working relationships with MRMDDM leadership and the DFAT team led by the Development Counsellor. They will also be accountable for integrating Gender Equality, Disability and Social Inclusion (GEDSI) and safeguarding (including Prevention of Sexual Exploitation Abuse and Harassment (PSEAH) and Child Protection) across the program.

The Person

We are seeking candidates who have strong, dynamic leadership skills and are politically astute while successfully building and managing relationships with a broad range of stakeholders, including senior donor and Government officials.

To be successful in this role, you will have a Master level qualification related to Disaster Management or Humanitarian response or equivalent professional experience. You will have a proven record of achievement over a minimum of 10 years of experience in designing and managing emergency preparedness and response programs in developing countries.

You will be required to demonstrate a strong understanding of participatory design processes, strategic planning and program management, as well as your commitment to Gender Equality, Disability and Social Inclusion (GEDSI), child protection and the Prevention of Sexual Exploitation Abuse and Harrassment (PSEAH).
