Background

Scope of work

FHI 360 seeks to hire a Consultant to support the Asia Pacific Environment and Climate Change (ECC) Initiative Team in preparing a landscape analysis of potential funders, collaborators, and other stakeholders to help identify funding and partnership opportunities and actions FHI 360 can take to maximize our efforts in addressing air pollution in the Asia-Pacific region. This analysis could include the segmentation of these entities by type (e.g., overseas development assistance, multi-lateral partners, private philanthropic foundations, corporates, networks/coalitions), geography and/or technical/program focus. The analysis could also include quantification of these entities/opportunities, identification of leverage and entry points for FHI 360 engagement with existing and potential partners, and funding opportunities. Further details of the scope and expectations of deliverables will be provided by the ECC team prior to/during the interview process. The geographic scope of this analysis is Asia-Pacific with specific focus on Cambodia, India, Kyrgyzstan, Nepal, Philippines, Thailand and Vietnam.

Deliverables and due dates

  • Inception plan outlining approach to landscaping exercises, key checkpoints and milestones, and expected outputs – 15 August 2023
  • Table summarizing overall funding and partnership opportunities across agreed-upon segmentation domains priority focus areas for FHI 360 – 1 September 2023
  • Draft summary report inclusive of table and narrative describing outputs, justification of priorities, analysis of the funding priorities, strategic focus areas, and eligibility criteria of potential funders/partners, and engagement strategy recommendations with entities in each segment and preliminary assumption-based projections of potential success – 15 September 2023
  • Provide briefings to relevant FHI 360 staff on the results of the analyses and solicit their feedback, comments, recommendations and inputs – 21 September
  • Finalize the report taking into consideration the inputs received from FHI 360 – 29 September 2023

Bangkok, Thailand or working remotely.

Qualification

Desired qualifications include:

  • Master’s degree or its international equivalent in environment, development, business, social science or other relevant fields
  • Five to seven years of professional experience in strategic planning, program management, political economy or market analysis, or business development.
  • Outstanding analytical skills and attention to detail.
  • Ability to synthesize complex information into clear and easily understandable language and structure, varying style to meet the needs of a given audience.
  • English fluency (reading and writing) required.
  • Excellent Microsoft Office skills, capable of integrating content across multiple Office applications.
  • Ability to handle tight deadlines and conflicting schedules in a professional manner. Must be flexible and able to work on weekends to meet deliverable deadlines, as required.
  • Knowledge of the development sector, especially environmental and climate change-related issues in Asia Pacific preferred.

Evaluation criteria

Proposals will be evaluated in accordance with the following criteria:

  • Candidates will be shortlisted based on how well they meet the minimum requirements for the position, as demonstrated via the cover letter and CV/resume.
  • Evaluation will be based upon best value, through a combination of qualifications including education (20%), relevant experience (60%) and proposed daily rate (20%).
  • Only shortlisted candidates will be interviewed by the Technical Monitor(s) and references may be consulted.
  • Award will be presented to the candidate who passes the interview.
