Capacity Building Consultant

1. Background

A word of introduction about our partner TLU and the “Helping elderly ukrainians during the second military winter” project.

Ukrainian Charity Organisation “Turbota pro Litnih v Ukraini” (Age Concern Ukraine) is a not-for-profit non-governmental voluntary organization build up on the principles of mutual- and self-help for elder people. After 20 years of existence, the Organization has 9 branches and groups throughout Ukraine and unites about 1.5 thousand volunteers. The volunteers are pensioners who are looking forward to support their peers in need.

Caritas France has supported TLU since 2022, and will continue to support TLU by funding a second project. In addition to financial support, Caritas France is seeking to accompany TLU in its development through capacity building activities, notably on issues of financial management, HR, MEAL.

The new project aims to help isolated and lonely elderly people, as well as the most precarious retirement homes, to get through the winter season and survive the hardships of war. The project also aims to contribute to the re-socialization of elderly people displaced by the war, by enabling them to take part in various cultural events, but also by engaging with TLU and contributing to the support of retirement homes.

2. Job Description

General mission:

The Capacity Building consultant participates in the operational and financial implementation of TLU’s project, financed by Secours Catholique/Caritas France. He/she supports TLU in setting up, appropriating and systematizing administrative, financial and logistical procedures and MEAL tools. The aim of this capacity building is to contribute to the appropriation and adjustment of the procedures defined with TLU, to enable them to work with more donors in the medium term.

In parallel with this support, the consultant will keep the Secours Catholique project manager informed of the situation within TLU, and will draw up recommendations for the next steps in strengthening the partner.

Reporting to the Ukraine project manager at SCCF:

– He/she will provide support to the TLU partner throughout the project, on issues relating to the financial management of the project, compliance with purchasing and MEAL procedures.

– Act as intermediary between TLU and SCCF for all questions concerning financial, purchasing and MEAL procedures.

– Reports to the Project Manager on TLU’s needs for reinforcement and potential prospects for organizational development.

Tasks:

  1. Assists with administrative and financial management
  • Monitors TLU’s financial programming;
  • Assists TLU in preparing their narrative and financial reporting.
  • Assists TLU’s administrative and financial manager in monitoring budget compliance, budgetary and financial follow-up;
  • ensures that the budget is adjusted, if necessary, in line with changes in Caritas support plans and new priorities that emerge during program implementation;
  • Collaborates with the program’s administrative and financial manager on the financial reporting of the Caritas supported;
  • Ensures that administrative procedures and management and accounting rules are applied.

  1. Supports project monitoring and evaluation
  • Supervises and ensures that the tools required to manage and implement the project are used by TLU;
  • Supports TLU in setting up and using new MEAL tools (beneficiary database, Indicator Tracking Tables, etc.) to ensure that project activities are carried out properly.
  • Occasionally accompanies TLU teams on field monitoring and evaluation activities.

2. Profile required :

Qualification:

Master’s level in international cooperation, and/or organizational management, and/or project management

Experience:

  • At least 5 years’ experience in managing international solidarity projects in a public or non-governmental organization, with experience in the field and in capacity building.
  • Experience in supporting organizations
  • Experience in financial/administrative management of projects
  • Experience in monitoring and evaluating humanitarian projects
  • Experience of working in partnership

Skills:

  • Organizational diagnosis and management, change management, organizational support
  • Teaching skills
  • Aptitude for the coaching approach
  • Perfect knowledge and understanding of the project cycle
  • Project follow-up skills
  • Ability to manage admin fin and log
  • Computer skills: Pack Office and Internet
  • Ability to listen, be diplomatic, work as part of a team and make proposals
  • Autonomy and personal organization, ability to handle several activities at once, priority management
  • Perfect command of English, Ukrainian and Russian

3. Conditions:

Only duly registered independent consultant or employee of a consulting firm may answer.

Health, medical evacuation, accident and personal liability insurance is required.

Position based in Ukraine, preferably in Kiev.

Consultant is already resident in Ukraine, preferably in Kiev.

8 to 9 months consultancy contract with SCCF, working 1 day/week.

Travel to various Ukrainian cities required.

Start of the mission October 1st ,2023
