Objectif général de la position
Le Chef de mission Adjoint chargé des Opérations veille à la mise en place des procédures et des politiques d’INTERSOS au niveau logistique, Finance et RH.
Il/elle est un membre de l’équipe dirigeante du bureau national et supervise le Coordinateur Logistique, le Coordinateur Finance, le Coordinateur RH et les chefs de base de Bol, Bagasola et Liwa.
Il/elle s’assure que tous les systèmes, politiques et procédures nécessaires sont mis à jour, mis en œuvre, et compris de tout le personnel de la mission.
En collaboration avec le Chef de Mission, et le coordinateur Finances et Programmes, le Chef de Mission Adjoint contribue à l’élaboration de budget des projets en donnant des orientations pour le développement et la surveillance des coûts d’exécution des projets et sert de point focal pour les soumissions des subventions et des rapports aux donateurs afin d’en assurer la conformité, la due diligence et l’efficacité.
Il/Elle doit aussi contribuer à la mise à jour et au développement du document stratégique de la mission.
Il ou elle assure l’intérim du Chef de Mission durant ses absences du Pays.
Principales responsabilités et tâches
Communication et représentation :
- En étroit collaboration avec le Chef de Mission, représenter INTERSOS au niveau national
- Etablir et maintenir des relations avec les institutions locales, les bailleurs de fonds, les ONG, les agences internationales et les autres parties prenantes ;
- Établir, garantir et contrôler les procédures de reconnaissance du gouvernement pour l’organisation et les formalités du pays d’accueil.
Planification et mise en œuvre de/s projet/s:
- En coordination avec le Chef de Mission, définir les priorités des pays en fonction du contexte et des analyses des besoins. Surveiller les stratégies et les priorités d’intervention des bailleurs de fonds dans le pays et évaluer, promouvoir et élaborer de nouveaux projets;
- Planifier les activités de la mission et vérifier leur mise en œuvre; superviser, suivre et évaluer la mise en œuvre des projets aussi par des visites périodiques dans les zones d’opération;
- Approuver les rapports des projets et les rapports financiers intermédiaires et finaux et assumer la responsabilité de la présentation aux bailleurs de fonds;
- Garantir le respect des procédures INTERSOS (e.g. l’approvisionnement de biens, de travaux et de services).
Politiques, procédures et coordination
- S’assurer que le soutien opérationnel fonctionnel est en place dans toutes les bases afin d’assurer l’atteinte des résultats dans les secteurs couverts par les programmes.
- Assurer la mise en œuvre correcte des politiques opérationnelles globales (logistique, RH, Finance) d’Intersos au niveau national.
- Identifier les vides en matière de politique opérationnelle, faire le lien avec les audits bailleurs et internes, et élaborer de nouvelles politiques au besoin.
- Assurer la coordination entre les unités opérationnelles, entre les bureaux de terrain et avec les programmes ainsi que les départements financiers.
- Participer aux réunions de coordination interne à la mission, s’assurer que les fonctions supports préparent et participent aux réunions de suivis des projets, et proposer des adaptations pertinentes vis-à-vis du fonctionnement général de la mission.
Information et rapports:
- Transmettre les informations reçues du siège aux équipes du terrain;
- Responsable de la continuité et de la qualité des rapports terrain-siège;
- Rédiger des rapports mensuels sur les opérations du pays pour la Direction Régionale.
Finance:
- Avec le support du Coordinateur Finance, vérifiez les dépenses de mission mensuelles et garantir leur conformité avec la planification financière;
- En collaboration avec le Chef de Mission, assumer la responsabilité de la gestion des fonds de la mission (y compris les comptes bancaires);
- En collaboration avec le Chef de Mission, définir la planification économique et financière de la mission, garantir l’autosuffisance et la cohérence des dépenses
Ressources humaines:
- Être responsable de la gestion des ressources humaines expatriées et nationales qui relèvent de sa responsabilité :
Pour le personnel expatrié:
- accueil, organisation des briefings et débriefings;
- En collaboration avec le Chef de Mission Identification des besoins en ressources humaines, élaboration des profils de poste validation de l’organigramme de la mission
- suivi individuel: soutien, conseil et évaluation de son équipe (IRP intermédiaire et de fin de mission);
- Assurer l’évaluation régulière par les responsables hiérarchiques avec IRP.
Pour le personnel local:
- En coordination avec le siège, définition de la politique de gestion du personnel national et veille à la mise en place du règlement d’ordre intérieur de la mission.
- Sécurité:
- Responsable de l’élaboration/mise à jours des plans de sécurité de la mission (capitale et bases);
- Monitoring et documentation des problèmes de sécurité dans le pays;
- Interaction sur les problèmes de sécurité dans le pays avec le siège (Security Référent) et avec les acteurs concernés;
- Suit les mouvements des équipes et s’assure le respect des règles de sécurité;
Grants & Audit :
- Point focal au niveau national pour les soumissions des subventions et des rapports aux donateurs
- Assurer la coordination entre les unités opérationnelles, entre les bureaux de terrain et avec les programmes ainsi que les départements financiers pendant les audits.
- Point de contact avec les partenaires concernant les contrats de sous-subventions et d’autres exigences opérationnelles et de conformité, selon les besoins.
Profil requis
Education
Formation supérieure généraliste: Economie, Gestion administrative et financière, Sciences politiques, Diplôme universitaire en matière humanitaire. Alternativement solide expérience terrain.
Expérience Professionnelle
Au moins 3 ans d’expérience dans une position de coordination dans des contextes humanitaires d’urgence.
Exigences professionnelles
- Expérience dans la mise en œuvre des activités financées par les bailleurs de fonds de l’ONU, US et ECHO, entre autres;
- Bonne capacité de rédaction des propositions de projets et de rapports;
- Sens de l’organisation, de la gestion et de la planification;
- Capacité à travailler dans un délai serré, avec peu de supervision et sous pression;
- Grande capacité de communication, écrite et orale, et à entretenir des relations avec une expérience dans la gestion des équipes;
- Aptitude à prendre l’initiative et travailler de façon autonome;
- Capacité de communication et de travail en équipe et dans un contexte multiculturel;
- Précédentes expériences en Afrique et dans des contextes humanitaires d’urgence (souhaitable).
