Chemonics recherche un chef de parti pour l’activité de résilience régionale pour la région du Sahel (SRR) financée par l’USAID au Burkina Faso, au Tchad, en Gambie et en Mauritanie. Il sera le principal canal de communication avec l’USAID, favorisant une collaboration efficace et transparente avec les partenaires de l’équipe et des consortiums. Principales responsabilités:
- Fournir une vision stratégique à long terme et assumer le leadership global, la gestion, la direction administrative et technique de l’activité de résilience régionale pour la région du Sahel
- Servir de point de contact principal pour établir, gérer et entretenir des relations de travail efficaces avec les parties prenantes, y compris la société civile, les partenaires du secteur privé et les entités gouvernementales nationales et locales, concernant toutes les questions liées au programme
- Superviser les opérations du bureau du projet au Burkina Faso conformément aux politiques et procédures établies par la direction de Chemonics, y compris les ressources humaines, la sécurité, l’approvisionnement, les subventions, les finances et l’administration, et la sous-traitance
- Développer et mettre en œuvre des budgets et des plans de travail annuels reflétant les besoins et les priorités de l’USAID et des parties prenantes locales, y compris la localisation, l’apprentissage collaboratif, le suivi et l’évaluation, le genre et l’inclusion sociale, la communication du projet et les rapports
- Favoriser une collaboration étroite et un travail d’équipe au sein du personnel du projet, y compris des opportunités de mentorat et de développement professionnel, ainsi qu’une collaboration étroite avec les partenaires pour inclure une stratégie commune, une planification du travail, une mise en œuvre, un apprentissage et des indicateurs partagés entre les différentes récompenses
- Servir de liaison clé avec l’USAID et assurer la conformité avec toutes les règles et réglementations de l’USAID, les exigences contractuelles et les politiques et systèmes de Chemonics
- Adopter un comportement éthique et définir des attentes claires pour l’ensemble du personnel et des tiers avec lesquels le projet collabore, sur la base des normes de conduite des affaires de Chemonics (anglais et français)
Qualifications:
- Diplôme d’études supérieures en sciences de l’environnement, en sciences et politiques climatiques, en économie ou dans un autre domaine lié à SRR
- Au moins 15 ans d’expérience professionnelle dans le domaine du développement, dont au moins 10 ans à des postes de haut niveau et 5 ans dans les pays du Sahel
- Expérience préalable en tant que chef de partie (COP) ou rôle de leadership similaire dans le cadre de programmes financés par l’USAID et axés sur la résilience (ou des domaines connexes) requise
- Expérience pratique de l’établissement de relations et de coalitions avec un éventail de partenaires de programme, y compris des entités gouvernementales locales, régionales et nationales, des institutions financières, la société civile, les communautés locales, les universités et le secteur privé dans la région du Sahel : Burkina Faso, Tchad, Gambie et Mauritanie en particulier
- Solides compétences en matière de leadership, de relations interpersonnelles, de technique et de communication orale/écrite pour répondre aux diverses exigences techniques et managériales du projet et coordonner efficacement avec un large éventail de parties prenantes
- Expertise démontrée dans au moins un des domaines techniques pertinents de l’ARR, y compris, mais sans s’y limiter, la sécurité alimentaire, la production agricole, le développement des systèmes de marché, l’eau, l’assainissement et l’hygiène, l’intégration du genre et de la jeunesse, la nutrition et les stratégies de changement de comportement social
- Expérience de la gestion de contrats et/ou d’accords complexes entre plusieurs pays, des procédures opérationnelles de l’USAID, des réglementations et des exigences en matière d’établissement de rapports
- Expérience du travail dans des environnements conflictuels, avec une aptitude à s’adapter à une situation sécuritaire changeante
