Association Bninoise pour le Marketing Social et la Communication pour la Sant (ABMS), a PSI network member, works to make health products and services available and accessible for Benin’s low income and vulnerable populations. ABMS’ projects create a synergy between social marketing and communication to change behaviors, making it easier for consumers to access life-saving health products and services.

Established in 1994, ABMS has continued PSI’s commitment to building the capacity of local, mission-driven organizations capable of decentralized initiatives and decision-making.

PSI seeks a Chief of Party for an anticipated Health Systems Strengthening Activity funded by USAID in Benin, who will be responsible for leading successful project implementation throughout the project lifecycle from start-up to close-out. Accountable for delivery of all aspects of the projects, including technical implementation, financial and administrative compliance and oversight and supervision of project staff. Oversee project team to ensure that country level implementation is provided with a high standard of excellence, achieving its set goals and targets and within budget. Provide high level technical thought leadership and has the managerial capacity to strategically manage risk, monitor finances, and ensure each phase of work is started or completed on time. Responsible for using evidence to improve project design and implementation. As the leader of a single-country project, liaise with national stakeholders, such as Ministry of Health officials. Primary point of contact for the project donor and assures the strategic alignment of the project with PSI Global Strategy.

The Chief of Party (COP) should have significant leadership, management, and international development experience; a demonstrated track record in successfully managing the relationship with multiple , including government and USAID; a commitment to capacity building and a strong interest in public-private partnership approaches to development.

Salary Range:

$102,000 (MINIMUM) – $127,000 (MID-POINT) – $152,000 (MAXIMUM)

The annual base salary range reflected above is in USD.* We value transparency and have provided the full salary range for this role. Actual base salary compensation may vary and will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range would not be typical in order to allow for potential future salary growth. Your contributions

* Program Leadership & Management, including financial oversight, compliance, and management of a consortium of partners (if applicable). 35% of the Time

Responsible for technical leadership and managerial oversight in the Activity design and implementation in alignment with the Activity’s key objectives and expected outcomes.

Provide high level coordination and promote partnership and multi-sectoral collaboration within countries.

Lead internal and external program planning and reporting, including annual work planning with sub-award consortium partners.

Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards.

Ensure sound financial management, including programmatic budgeting, pending projections, and monitoring of payments.

Work with finance and/or business development agencies to develop financial products and deliver business development services.

* People Management. 15% of the Time

Recruit and supervise staff to meet evolving activity demands as required.

Provide overall technical support and coaching to both key and non-key personnel, ensure coordination with other PSI-ABMS project staffs, and all other sub-contractors.

* Thought Leadership / Knowledge Management and Technical Leadership on the project (unless the project has a Technical Director). 15% of the Time

* External Representation. 10% of the Time

Facilitate senior-level policy and dialogue with sub-national government officials, relevant ministries, partners, and stakeholders.

* Internal Representation and coordination. 10% of the Time

Ensure high-quality periodic reporting in line with USAID and PSI requirements (quarterly and annual status reports, quarterly financial reports, etc.)

* Fundraising (with non-project funds). 5% of the Time

* Donor Liaison. 10% of the Time

Serve as the main point of contact/representative of the project to USAID

What are we looking for?

* Master’s Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent

* At least 10 years related work experience in public health or related field. Equivalent combination of relevant education and experience may be substituted.

* At least 10 years of progressive work experience, including senior leadership experience on USG-funded health projects. COP prior experience on USAID funded project a plus

* Experience with health service delivery, system strengthening, and community-based interventions, preferably related to health programming.

* Proven ability to develop productive working relationships with diverse public and private sector stakeholders, USAID, and other donors, implementing partners, and organizations and effectively

* At least 5 years supervisory experience.

* At least 7 years program management for global health projects in West or Central Africa preferred.

* At least 5 years in the relevant technical field of the project preferred.

* At least 3 years living and working in LMICs preferred.

* Proven success in management of complex operations, under specific donor awards and procedures, in a challenging, developing country environment.

* Ability to manage agreements and all required programmatic and financial reporting requirements, including sub-grants management. Familiar with USG financial and reporting standards.

* Ability to monitor and assess performance of self, other individuals, and / or organizations to make improvements or take corrective action.

* Demonstrated strategic thinking and planning skills, with emphasis on the ability to operationalize and oversee the execution of workplans.

* Strong leadership skills, with a demonstrated ability to collaborate and work across teams and roles. Ability to persuade and motivate people and teams.

* Experience developing capacity of government entities, staff, and other organizations.

* Demonstrated experience in managing government and donor relations.

* Ability to work effectively and sensitively in a cross-cultural context.

* Strong written and oral communication skills in French and English.

* Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels.
